The Public Law Department at the College of Law, University of Baghdad, in collaboration with the Federal Supreme Court, organized the Second Iraqi Constitutional Judiciary Forum under the slogan: “Constitutional Judiciary and Academic Research: Pillars of Constitutional Supremacy.” The forum was attended by the President of the University of Baghdad, Prof.Dr. Bahaa Ibraheem Ansaf, the Chief Justice of the Federal Supreme Court, Judge Jassim Mohammed Abboud, the Dean of the College of Law, Prof.Dr. Ali Hadi Al-Hilali, as well as a number of academic and legal figures.

The event brought together judges from the court, academics, postgraduate students, experts, and specialists in constitutional and legal affairs. Its aim was to foster dialogue among various stakeholders in constitutional judiciary, develop a shared understanding of complex legal issues, exchange perspectives, and identify common grounds to support the Iraqi constitutional judiciary experience. Additionally, the forum sought to solidify the concept of constitutional justice and highlight its political, economic, and social dimensions through academic research on legislative, structural, and procedural development of constitutional courts, and to strengthen the complementary role between constitutional jurisprudence and judicial decisions.

The activity addressed several key topics, including: the constitutional and legal framework of the Federal Supreme Court (its structure, competencies, and the binding nature of its rulings and decisions),the internal regulations of the Federal Supreme Court (procedures and conditions for appeals on the Budget and Elections Law), and the role of the Federal Supreme Court in safeguarding the constitution (addressing constitutional deficiencies, amendments, and gaps). Contributions from professors, judges, and specialists enriched the forum’s discussions, adding significant value to all its sessions.

The forum concluded with a series of recommendations, the most notable of which were: Establishing fixed dates for holding the forum annually, creating a joint electronic platform between the college and the court to publish discussions and comments, and reviewing court decisions to assess their legal and political implications.

At the conclusion of the forum, the Chief Justice of the Federal Supreme Court expressed his gratitude and appreciation to the President of the University of Baghdad, the Dean of the College of Law, and all participants, commending their efforts in making this forum a successful and progressive step in the legal field.
