Prof. Dr. Munir Hamid al-Saadi, rector of the University of Baghdad chaired the 4th Baghdad International Dialogue Conference held under the slogan (Strategy for the Becoming of an Active State), in cooperation with the Iraqi Institute for Dialogue and in the presence of the National Security Adviser Mr. Qassim al-Araji and a number of politicians and economists, as well as the rector of Tikrit University, Prof. Dr. Waad Mahmoud Rauoof, the rector of the University of Diyala, Prof. Dr. Abdul Moneim Abbas Karim and a group of Iraqi academics interested in political and security affairs.

Dr. Munir al-Saadi stressed in his opening speech the importance of this qualitative and significant conference, which was held in conjunction with the great changes witnessed by the world, so the University of Baghdad intends and it is very pleased to cooperate with the Iraqi Institute of Dialogue to highlight the importance of the conference in sustaining the internal harmony in the country, especially in the light of scientific transformations witnessed across the world. He pointed out the need for the formation of a joint scientific committee between the two sides to manage matters related to the scientific and administrative aspects for of inviting researchers to present their research papers in the various proceedings of this conference, so as to propose important recommendations to promote the reality of Iraq towards becoming a more stable state, more influential and balanced within its regional and international boundaries.

The rector also praised all the efforts made be faculty members who have submitted valuable researches in the field of energy and the strategic prospects of managing this axis, as well as the adoption of the determinants of international relations effectively to build a solid economy that represents an influential tool for any independent strong country.  It us noteworthy that the discussions exchanged during the first session focused on building an active state, as well as the constituent challenges and procedural methods in this regard, while the second session dealt with the active regional performance of the state, the third one focused on the parameters of security and international strategy, and concluded with the fourth session which highlighted the mechanisms for becoming an effective state based on the political, legal and media dimensions. The Baghdad Dialogue Conference is an important annual dialogue gathering that brings together a number of political, security and economic decision makers to analyze and propose solutions for different challenges.
