The Minister of Higher Education and Scientific Research, Dr. Naim Al-Aboudi, chaired the second meeting of the Opinion Commission 2025 in the presence of its members from the advanced staff and presidents of public universities.

At the beginning of the meeting, the Minister of Education stressed that the Ministry of Higher Education and Scientific Research is keen in all circumstances on its scientific and service role in caring for students, providing support, and enhancing the areas of leadership they seek.

He also stressed the importance of taking into account authentic university values and preserving university traditions during university events in order to enhance the position of academic institutions as inspiring models in achieving their mission and development goals.

The Minister of Education reiterated the emphasis on working within the powers granted, facilitating the completion of procedures in accordance with legal requirements, and reducing time and effort to serve the public interest in light of the comprehensive digital transformation and automation of processes and procedures in the Ministry of Higher Education and Scientific Research.

The members of the opinion panel discussed the paragraphs on its agenda and voted on the following resolutions:

  • Universities, colleges, and public and private institutes initiate the uploading and updating of students, lecturers, and curricula data in the central systems of the Ministry of Higher Education and Scientific Research (SIS – LMS – HRMS) to complement the automation project in the ministry and universities inaugurated by His Excellency the Prime Minister.
  • Approving a special form to discuss higher diploma projects for medical specialties.
  • Raising the minimum score for evaluating the performance of lecturers to 75% in the evaluation form for the year 2025/2024.
  • Approving the possibility of allowing the addition of holders of a doctorate with the rank of lecturer with experience and competence to the membership of the scientific committees in the departments in the absence of advanced scientific titles.
  • Approval of the draft law of the Institute of Urban and Regional Planning for Postgraduate Studies.

The meeting of the Al-Rai Commission included a number of presentations on digital transformation and automation in the Ministry of Higher Education and Scientific Research and the Study program in Iraq. The Minister of Higher Education and Scientific Research, Dr. Naim Al-Aboudi, concluded the meeting by directing to take into account the official working hours of university institutions in the capital, Baghdad, based on the decision of the Council of Ministers as of the second of next March and the adoption of appropriate timings that ensure the provision of educational services and programs and maintain their quality and institutional performance requirements.
