The College of Administration and Economics at the University of Baghdad, Follow-up Division, in cooperation with the Ministry of Interior, organized a workshop on the crime of premeditated murder presented by Colonel Dr. Adel Zaidan Khanjar from the Ministry of Interior – Higher Institute for Security and Administrative Development.
The lecturer defined the crime of premeditated murder, where murder is generally defined as the end of a person’s life by another human being without rights. In contrast, premeditated murder is defined as (ending a human life by another human being deliberately and without right). The reason for criminalization is the assault on the human right to life. The crime of premeditated murder consists of three elements:
The material element is the moral element and the place of the crime, the material element is the fatal assault and the activity of the offender may be positive or negative, as for how the killing occurs, it may be lethal, such as firearms or swords, dagger, etc., and maybe non-lethal, but because of the use of the offender becomes fatal) such as a kitchen knife, stick, stones, etc.
The lecturer also gave an overview of the laws and regulations stipulated by the Iraqi law for the killer and their social and psychological effects on society, as well as the religious scruples represented by the prohibition of murder in the Qur’an and the hadiths of the Prophet because the Islamic religion guaranteed the citizen to preserve his money and himself and his presentation.
