Prof. Dr. Ahmed Adnan al-Mayali, the assistant dean for scientific affairs, student and postgraduate studies of the college of political science at the University of Baghdad, has participated in a working paper entitled (Iraqi Constitution: Need to be Amended or Replaced) during Al-Rafidain Forum for Dialogue held under the slogan “The world is changing”.

The research paper dealt with the fact that the Iraqi constitution can be considered one of the largely rigid constitutions despite the existence of mechanisms to amend it, but it is complicated according to the political reality of Iraq, but with the text of the constitution itself on the ways to amend it in ordinary and exceptional contexts, the political and parliamentary forces must try to amend it as stipulated in the constitution and as the political reality requires it, considering the issue of constitutional amendments in Iraq very important because it is the most important and effective way of political and legal reform needed by the country; due to the reliance of political forces on the gaps of the Constitution in refraining from doing nothing towards their duties towards the people in numerical issues, the most important of which is the nature of the political and legal system, which often imposes pitfalls and obstacles that intersect with the process of building a state of law and independent, neutral and effective institutions, as well as the political stalemate and paralysis that plagues the political process continuously, which leads to major problems in the general situation of the country economically, politically and security. It is noteworthy that the forum has organized its fourth session in the shadow of the world that is witnessing dramatic developments and its events that promise changes to the structure of the regime, as well as threatening its major powers or their effects that may affect other countries during the succession of health, security and economic crises.
