Baghdad University Council resolutions – 1st session (2017)

 

First session

   

At the onset of the session the chairman of the university council welcomed the members and congratulated them on the occasion of the start of the new academic year wishing them all success and that this study year would be a year of excellence and scientific progress in service of our beloved Iraq in light of the victories attained by our heroes of the security forces and scared popular crowd against the criminal gangs of ISIS. Rector of University of Baghdad announced then that our university has gained a new rank in QS Ranking of universities (601-650) hinting to the scientific role played by our university and its progress in this regard since this is considered as an international ranking in which our university has proved its efficiency as the only sober Iraqi university in this classification. The council hosted Assistant Prof. Dr. Marwan Abdul Hamid Ashour, director of the department of quality assurance and university performance to make a presentation in this subject (QS) where the council approved the following recommendations:

1 – Number of published research and the rate of citations have the greatest value and affect greatly on the rank of any university in most of global university rankings.

2 – In order to address the weakness in the number of research and citations of our university, we should take into consideration the following:

A- Renewing our academic journals to gain Impact Factor and adopting the controls and criteria of Scopus in addition to adoption of electronic systems for evaluation and publication.

B- Promoting the researcher to publish their papers in Scopus and Thomson Ruters (ISI) for their annual appraisal.

C- Adoption of joint publication for researchers in Arab and foreign universities that have advanced positions in global rankings.

D- Rarity of citations from the Arab researchers, so we should encourage instructors to quote from the researches published in Scopus and Thomson Ruters (ISI).

3 – Adoption of sober global universities listed in the first fifty ranks in QS or ARWU as a benchmark.

4 – Increase the rate of exchanging Arab, African or Eastern Asia students, especially in humanity specialties such as Arabic language and Islamic science and developing the Arab universities staff via gaining assistance from distinguished international experts in the field of academic accreditation.

5 – Improve the university environment and providing all essential supplies to encourage scientific output in the area of research and invention.

6 – Encourage to publish research in English, namely in humanities.

7 – Adoption of the proposed ranking as an annual index for appraisal of faculties and institutes to improve its status in global classifications according to international quality criteria and for the sake of entering the global competition environment.

 

The 5th meeting of opinion body held on 22/8/2016: Minister’s instructions and resolutions of the opinion body:

His Excellency the minister addressed the topic of establishing a strategy of 6 axes:

1 – Combating corruption: His Excellency the minister stated that the ministry of higher education and scientific research is not accused of a financial corruption, but it suffers from those whose behaviors are inconsistent with university institution, so there faults should be corrected.

2 – Administrations: His Excellency the minister asserted the need to evaluate the steps followed by university administrators and at the same time to punish the wrong ones, adding that the internal appraisal would be adopted at first and to be followed by the external appraisal.

3 – Instructors: His Excellency stated that the instructor and the student are the core of the educational process, so those excellent in their performance would to be honored for their cultural activities and scientific programs.

4 – Curriculum: His Excellency asserted the need to evaluate the curricula as well as updating some educational programs.

5 – Student: His Excellency the minister stated that the student is the essential foundation for our country, so he should be prepared well scientifically and practically to find a career without assistance from State.

6 – Scientific research: His Excellency addressed the topic of the targeted and the practical scientific research that aims at solving and analyzing society problems so that to submit the consistent recommendations.

 

His Excellency the minister of higher education and scientific research’ directions in the 5th meeting of opinion body on 22/8/2016:

1- His Excellency the minister stated that the work in the ministry in conducted within an academic and a scientific system, so the most important thing is education to solve the community problems.

2 – His Excellency stated that we should adopt the strategy designed by State with special emphasis on strengthening the national economy.

3 – His Excellency hinted to the need for activation of E-governance and that there is cooperation between our ministry and the ministry of science and technology in this regard.

4 – His Excellency the minister stated the need to prepare study plans through identifying the curricula in each course within a specific period and the instructor for each study material not only in the scientific departments to access global university rankings.

5 – His Excellency called for preparing dormitories before the start of the academic year and to be followed-up by those concerned continuously and activating the role of counseling to solve the students’ problems, especially the students from other governorates that witnessed aggression.

 

Resolutions of the opinion body on 22/8/2016:

1 – Addressing the postgraduate students’ castes: Agree that the students who failed in their average (in one or two courses) for the academic year (2015-2016) would be allowed to be examined again till 31/12/2016 except the Iraqi council for medical specialties.

2 – Extension of postgraduate studies: Agree on extension for rare specialties according to the university need, State institutions and community.

3 – Employment degrees: His Excellency the minister stated that there should be a straight statement of the employment degrees available in universities to be withdrawn and distributed among the inaugurated universities based on actual need as follows:

– 25% degrees would be withdrawn from the universities that have (700-1000) employment degrees.

– 20% degrees would be withdrawn from the universities that have (500-700) employment degrees.

– 15% degrees would be withdrawn from the universities that have (300-500) employment degrees.

– 10% degrees would be withdrawn from the universities that have (100-300) employment degrees.

The above mentioned mechanism was agreed upon.

4 – Agree on the admission of the graduates of applied arts department/professional schools to evening classes.

5 – Hosting the directors of research centers in university councils and the directors of research units in college councils: Agree upon hosting them every three months periodically.

6 – University calendar for the academic year (2016-2017): Adoption of the university calendar for the academic year (2016-2017) and naming it (Year of establishing restoration).

7 – Partial employment: There was agreement on modification of the legal text of the article (12) of the university service act and agree to cancel the letter issued by the ministry No. k/6142 on 9/3/2011 and adopt the second letter No. 16268 on 1/9/2014 including (the universities should not retrieve the received money during the period of partial employment if the study ended with failure) until addressing this subject when modifying the acts.

8 – Increase the private morning education at the new inaugurated universities: Agree on increasing the admission ratio at the new universities/private morning education channel to (60%) instead of (15%) for the academic year (2016-2017) and this subject is to be discussed for the next year.

9 – Proposal of transfer the visiting students from abroad to equivalent study at the Iraqi universities: Agree on this proposal based on the following conditions:

-The student should have succeeded in his study and informing the department of scholarship and cultural relations in this regard.

-The transfer rate of students is (5%) of the study seats.

-The study wages given by the students are (30%) of those from the private morning government education.

-The average of the student should not to be (90%) for medicine and (80%) for engineering.

-Transfer of students is based on:

A-The minimum average for admission to medicine is (88%) for the secondary school graduates of (2014-2015) and (85%) for the previous years.

B- The minimum average for admission to engineering is (80%).

-The minimum average for admission to medicine is (85%) and (80%) for engineering so that to not to encourage students to travel abroad.

-Transfer of students is based on the competition principle within (10) choices of government universities and (5) private universities.

-The student has no right to transfer from the university inside Iraq.

-Admission requests are to be submitted the department of studies, planning and follow-up via email till 20/9/2016.

 

Directives of the president of the council:

1- Emphasis on publishing applied researches of the university instructors in global journals according to Scopus and Thomson Ruters classifications to increase the rank of our university in QS.

2- Emphasis on periodic meetings of scientific departments and branches in all university formations and the approval of the deans on the proceedings above and to highlight the resolutions.

3- Directing the deans at all university formations to use their jurification in the right way according to controls.

4- Directing the deans at all university formations to follow-up the supervisors of postgraduate students and to publish the research findings before public discussions.

5- Directing the manager of the department of quality assurance to undertake a periodic reappraisal of university formations and highlight the variables happening within reports submitted to the faculties to discuss then in college councils.

6- Emphasis on documentation when publishing research and informing the instructors to register their promotion research at their department in all university formation.

7- Directing the manager of the department of quality assurance to circulate the results of university formations’ appraisal according to the criteria stated by this department for all formations.

8- Preparation for the coming academic year in light of study supplies and halls.

9- Directing the deans at all university formations to distribute the financial returns gained from certification of graduation document for primary and postgraduate students to those concerned according to controls and instructions.

10- Directing the Rector Associate for scientific affairs to inquire the colleges about delay in issue graduation orders for the academic year (2015-2016).

 

Postponement of the date of graduation ceremony of the students of University of Baghdad for the academic year (2015-2016):

The council discussed postponing the date of graduation ceremony of the students of University of Baghdad for the academic year (2015-2016) that should be held on 30/9/2016 based on the resolution of the university council in its 20th session on 27/6/2016 and after discussion, the council adopted this resolution:

Postponement of the date of graduation ceremony of the students of University of Baghdad for the academic year (2015-2016) session (with our students and popular crowd, we protect and build Iraq) to Saturday 3/12/2016.
