Baghdad University Council resolutions – 11th session
Eleventh session
1. Modify the consolidation of scientific research as the Committee charged with studying the subject reformulated instructions according to discussions and notes in a meeting.
2. Controls to lecturers’ treatment through a committee formed to develop proposals on the subject and submit them to the opinion.
3. Central and scientific proficiency exams. Approval of an examination for senior students ended at community colleges approved two or three and will develop a plan for the next school year to set up the external examiner for community colleges according to a specific program for this purpose is and will be the test for college students and morning and afternoon students together and unified for all questions for the purpose of raising the level of graduates through their perception.
4. Admission controls for postgraduate studies for the academic year (2015/2016) proposed controls approved by research and development after making modifications.
5. The draft reform of the legal system of the ministry for mission service and cultural relations where several actions have been taken to address the issue of students of missions and fellowships and study leaves because of this year’s financial situation. Directives of president of the council:
1. Accelerate upgrade transactions for teaching University and alter the external expert in case of no answer within two months.
2. Emphasize the scientific committees of the League formations promotions audit jurisdiction in corresponding faculties and not merely the College concerned only with database work terms at university colleges and sent to the corresponding committees of scientific promotions in colleges.
3. Grant the retired professors the title of the tenured professor in the university within the standards set by the Council of the University for teaching and scientific expertise of Professor seasoned add to approved standards.
4. Teaching faculties should benefit from scientific sabbatical at the scientific universities not to completion and publication search but to open horizons of joint cooperation with the universities in the fields of scientific research and joint supervision and transfer scientific and teaching experience to the University upon return.
5. Direct all deans to form teaching cadres who are campaigning for teacher assistant teacher titles and their development and dissemination of research to prepare them and taking their role more in the future as a synonym for professors who are brought into retirement.
6. Addressing applied research oriented to service market requirements and the needs of society through the cooperation mechanism and conclude contracts with the State and utilized by researchers and the University.
7. Invest the qualifications of teaching staff and their further service to Iraq and its development and global developments and that is everyone’s responsibility.
Scientific promotions:
The council considered the Central Committee of scientific promotions notes in whole numbered 161, 162, 4, dated 20/1, 9/2/2015 Scientific Committee’s recommendation, contained in the omnibus promotions taken by the eighth meeting held on 23/12/2014 and issues returned to the Central Committee of scientific promotions for consideration regarding upgrade selves listed below the lecturers professorship, completing upgrade requirements in terms of originality in their research and University Service.
Resolution
1. Approve the upgrade selves listed above teachers to professorship, effective dates installed about name them all for completing upgrade requirements in terms of originality in their research and service life of the University on any financial implications before the adoption of this campus.
2. Sending congratulations to selves trainers listed in the above to receive the title of professorship.
3. Central Scientific Committee of promotions would submit the name of (Dr. Mushtaq Abbas Maen)/college of education for humanities – bn Rushd to media and public relations department at the university for the purpose of publication.
Grant the title of a tenured professor to Prof. Dr. Ghanem Mohammed Saleh/Faculty of political science:
The council considered a note by the Scientific Affairs Department, No. 127 dated 28/1/2015, on the recommendation of the Commission to grant the title of a tenured professor to Professor (Ghanem Mohammed Saleh)/Faculty of political science to the University Council for consideration after providing the department with copies of his researches at seminars and conferences within and outside Iraq under the Faculty of political science book number u. p/30 of 14/1/2015 based on the recommendation of the Commission taken fourth meeting 27/10/2014, after the debate, the council adopted resolution:
Resolution
Approve awarding the title of a tenured professor to Prof. Ghanem Mohammed Saleh/Faculty of political science due to the conditions set forth in the instructions, No.161 of 2010.
Extend the university service of professors:
The council considered the administrative section notes with 148, 299, dated 14 and 26/1/2015 on both Councils recommendation: genetic engineering and biotechnology for postgraduate studies, Faculty of education human sciences – Averroes, agreeing to extend the service life of the teachers listed below, based on the provisions of article (11/I/b) of the second amendment to University Service Act (1) for the year 2014. After discussion, the council adopted resolution:
Resolution
Agree to extend the service of the employees mentioned in the above, for one year, based on the provisions of article (11/I/b) of the second amendment to University Service Act (1) for the year 2014.
Mechanism of cooperation/Faculty of arts:
The council considered the scientific department notes, No.145, 149, 150 in 1/2/2015:
1. Dr. Ali Turki Nafil/teaching in the faculty of arts to be free for one day a week to work in the integrity body/department of education and public relations, for the purpose of participating on the Committee issuing normative Guide for kindergarten based on cooperation mechanism help Ministry of higher education and research with relevant ministries and non-related Ministry (160) for 2009.
2. Dr. Saadia Aakol Menkhi and Dr. Hussam Sahib al-Mussawi)/Faculty of arts to be free for one day a week to work at the Academy Security Sciences/Institute of security and administrative development of the Ministry of the Interior to prepare a study and an updated map of the geography of Iraq carried out according to the instructions of a cooperation mechanism the Ministry of higher education and research with relevant ministries and non-related Ministry (160) for 2009.
3. A. Dr. Ibrahim Murtaza al-Araji and A. Dr. Ahmed Neima Hassan to be free for one day a week to work at the National Security Council/national security advisers/national cell for psychological operations for working with MySQL listed based on cooperation mechanism help Ministry of higher education and research with relevant ministries and non-related Ministry (160) for 2009. After that the council adopted resolution:

Mechanism of cooperation/approve of postgraduate students’ researches/Faculty of engineering:
The council considered the books of Engineering Faculty No. p/23, 24, 27 on 15 and 22/2/2015 on the recommendations of the Committee for the cooperation mechanism for the adoption of a number of postgraduate research contained in the minutes of the 6th meeting of the Council of the College of engineering on 12/11/2014 as follows:
1. Approval of the research submitted by the master’s student (Khalid Ahmed Karim)/Department of petroleum engineering with middle oil company/the ministry of oil.
2. Approval of the research submitted by the master’s student (Ali Abdul Karim Ali)/Department of petroleum engineering oil research and Development Center/Ministry of oil.
3. Approval of the research submitted by the master’s student (Hawrah Hassan Ataa)/Chemical Engineering Department with petroleum research and Development Center/Ministry of oil. Based on the cooperation mechanism help Ministry of higher education and scientific research with relevant ministries and non-related ministry (160) for 2009 and after the debate, the council adopted resolution:
Resolution
Approval of the recommendations of the Commission of the cooperation mechanism in Faculty of engineering graduate research recognition mentioned him in sequence (1-3) above, based on the collaboration mechanism help Ministry of higher education and research with relevant ministries and non-related Ministry (160) for 2009 that doesn’t conflict with the help and supervision of graduate students in number and scientific levels.
Second extension for postgraduate students:
The council considered the Graduate Department notes with d p/94, 109, 110, 142, 145, 158, 159, 161, 170, dated 26, 29/1, 8, 12, 15/2/2015 and a science book on 4/2/2014/2015 on the recommendation of the Board of each Faculty of fine arts taken seventh meeting held on 23/12/2014 and the education of girls taken in its fourteenth and fifteenth and sixteenth 30/ 12/2014, 13, 27/1/2015 and the law adopted its eighth and ninth sessions on 24/12/2014 and 19/1/2015 and the Faculty of education for humanities – Ibn Rushd during its 9th meeting on 19/1/2015 and the faculty to open its 10th meeting on 7/1/2015 and urban and regional planning Center for graduate studies taken its (9) on 7/1/2015, agreeing to extend a number of graduate students listed in the table (attached) a second extension in accordance with For the period shown in front of each name for complete study requirements, after discussion and look at the reasons and justifications for granting the extension, the council adopted resolution:
