11. Private education must not be less than the level of public education and the private education act amendment was adopted in the form of opinion, especially regarding the basic requirements for the establishment of community colleges in terms of curriculum and teaching cadres, geographical location and includes current community colleges and allow the opening of branches of foreign universities discreet in Iraq or cooperate with it failing or appropriate conditions does not allow the establishment of any University in contravention of controls.

14. Baghdad University must be given additional powers to gain a wide recognition and level of teaching staff and a rich scientific heritage and to develop additional requirements for admission and that the royalty would adopt it after making sure the controls and help for this topic.
15. The right person must be chosen in leadership positions to be able to address the administrative and academic responsibilities and must respect his opinion to assume such responsibilities.
