Baghdad University Council resolutions – 4th session
Fourth session
President of the council proceeded to view the minister’s directions and decisions of the fifth meeting of opinion on 22/10/2014 as follows:
• Security conditions for universities in hot spots:
{Authorizes heads of universities (Anbar, Mosul, Nineveh, Diyala) mandate to deal with the problems they face and to inform the Ministry of action provided that such action does not prejudice the scientific sobriety}.
• Autonomy of universities:
The Minister said that we can promote higher education must adhere to scientific, administrative and financial autonomy of universities and selected in accordance with the laws and regulations in force, and the royalty it might be the norm is to have the Minister responsible for everything, so you must start changing this concept by the Ministry of higher education and that the Minister will not interfere with the work of universities as far as what it takes to manage and follow up and ensure that this autonomy exercised properly, which leads to the development and advancement of scientific level In the universities.
• Curriculum:
The Minister stressed the need to not only complete the curriculum during the classroom but developed and updated on an ongoing basis, and that no fixed curriculum and books based on old papers and lectures, and it is the duty of deans and University Presidents on the responsibility of monitoring the evolution of this area.
• Exams:
The minister stated that there are three pillars through which the development of higher education are:
-Attendance.
-Curriculum development.
-Set the desired level of exam questions and give people their due rights.
Consider each case individually, and priority should be to raise the scientific level but not at the expense of any kind that any new addition must be based on it.
• The scientific level of University students:
The minister stressed the need to restore the balance in the terms of reference for new students and graduates and the needs of society and the universities, the universities given the needs of the labor market and find real jobs to develop economic and social level and for the country, so we should focus on a number of disciplines needed by the country such as medical group, including nursing, as well as increasing the number of admissions to universities and technical institutes and the urgent need for such disciplines to produce intermediate cadres help engineering graduates who are Graduating large numbers of them a year, you must restore the balance of competencies required for the country properly and imperceptibly.
• Central admission:
Director-General of studies and planning, monitoring setup which will be posted in the Central Admissions this year 2014-2015, which will 94254 thousand students, and there is an increase in the percentage of accepted scientific branch this year than last year and there is an increase in admissions to medical group amounted to 60 percent of the plan as well as increase the rest 25 specialties-30% of the plan.
I: Third and supplementary exams:
– Not to approve a third exam.
– Maintaining the supplementary exam for students who didn’t perform exams of the first and second phases.
– Grant university presidents authority to deal with individual cases on an individual basis.
II: Parallel education: Approval in principle of the application of the parallel education system in Iraqi universities about legal system above.
III: Not to approve the proposal of the panel in the Cabinet containing PhD without maintaining the current controls courses and unanimous decision had been taken.
IV: Agree that the characterization of the graduation degree at the faculty of education as follows:- (Bachelor of education/science (specialization).
I: Direct the deans to emphasize student assistance displaced and hosted by their universities.
II: Endorse the proposal of the Student Affairs that on 13/11/2014 deadline for accepting applications for hosting of University students in the provinces experiencing military operations.
III: Direct the college boards to regulate the admission of displaced persons and taken a pledge from the student not to apply for hosting to more than one University.
IV: Direct the college boards to consider the subject of parallel education.
V: Direct the deans of engineering and al-Khwarizmi college of engineering to email kimenz University in Germany benefit from the University and deals with them by Twining or joint supervision of postgraduate University of sedate in addition to scientific applications.
VI: Direct the deans at all university formations to display transactions of abolition of penalties made towards staff and lecturers on college boards to make appropriate recommendation.
VII: Not to delay approval of graduate students’ researches after the exams in a month or two to start graduate research process and reduce the subsequent extensions.
The council considered the memoirs Legal Affairs Department with 2625 and 2628 and 2629 and 2670 and 2671 and 2677 and 2684 and 2741 and 2749 and 2788 and 2891 and 2913 and 2939 dated 15, 16, 17, 23 and 28/9, 2 and 12 and 15/10/2014 on repealing the penalty for my schooling and University staff. After discussion, see the council adopted resolution:
Agree to cancel the penalty for my schooling and University staff listed in the sequence of (1-6) above that of the abolitionist conditions stipulated in articles (21/II), and (13) of the Act on discipline of public servants and the public sector (14) of 1991.
The council considered a note by the administrative section of the number 5594 dated 24/9/2014 and the annex to the recommendation of the Board of Faculty of medicine taken by the seventeenth meeting held on 18/6/2014 involved agree to extend the duration of service (a. d. Sami Salman Shihab)/teaching staff in the Department of surgery at the College, where he mentioned a retirement age (65) next year, based on the provisions of article (11/I/b) of the second amendment to University Service Act (1) for the year 2014.

The council considered a number of Engineering College books/299, 302 20 and 28/10/2014 on Engineering College Council recommendation twenty-first sessions and meetings on 9/7 and 4/9/2014:
1. PhD student (Nawras Jamil Jassim)/Chemical Engineering Department with Basra University, Faculty of pharmacy.
2. Master student (Suhad Jawdat Salman)/oil Engineering Department with the ministry of oil. Based on the cooperation mechanism with the ministry of higher education and research with relevant ministries and non-related ministry (160) for 2009:
