Baghdad University Council resolutions – 17th session
Seventeenth session
I. Directing University formations promotions committees send scientific research promotion resident experts outside Iraq from Arab and foreign countries.
II. Ask for biography and research lecturers to scientific promotions to illustrate research activity after getting another upgrade.
III. Send scientific experts’ upgrades transactions (scientific research resident) outside Iraq via email to quickly evaluate and treat delivery scientific upgrade without delay.
IV. The boards of faculties and institutes should take part in establishing jurisdiction in the field of scientific promotions through the discussion in the section or Department and the Scientific Committee of this section or section, and larger responsibility for determining jurisdiction rests with the Faculty Council with a primary focus on determining jurisdiction to the lecturers for the promotion of science.
V. Emphasize that research submitted for scientific promotion should be located and registered in the Department or section, all researchers supported research registration for scientific promotion even if the participation of researchers in research with other colleges where to search (not stereo) does not enter into promotions for the purpose of pursuing scientific research and documented and debated scientifically discreetly and serve society and the actual need for the above research.
Vi. The boards of all University formations select members of a Committee of scientific promotions correctly and choose appropriate names of teachers to maintain the confidentiality of business and research appropriate residents sent to maintain sobriety for the University.
VII. There must be a balance between the names of known professors and universities that operate outside Iraq and better scientific upgrade transactions sent to high level universities to maintain sobriety and elegance of the University of Baghdad.
VIII. Urge instructors to publish in journals of high impact factor sober global and so on all University formations develop scientific journals issued by the editorial selection and dissemination research shoddy refused discreet for improved global magazines discreet.
IX. Central promotions Committee should pursue scientific upgrades transactions after returned to colleges to check or make some modifications as one package without competing requests.
X. Research published in conferences and submitted for the purposes of scientific promotions should publish periodic scientific conferences in accordance with the approved controls.
XI. Possible development of a certificate as needed of competencies available where it is possible to cancel a specific certificate and become specialized certificates instead of one when developing any jurisdiction should conduct a thorough examination to take account of labor market needs and the actual community needs and in line with global development. Members of the council endorsed these guidelines for action.
The council considered the notes by the President of the Central Committee of scientific promotions, No. 38 and 39 and 48 and 52, 57 and 61, dated 2 and 8 and 22/4, 12, 21 and 27 May 2014, contained the recommendation of the Committee of the whole central scientific upgrades taken by its fifteenth, sixteenth, seventeenth, eighteenth and nineteenth century held on 11 and 25/3 and 1, 8 and 22/4 and 6/5/2014, on upgrading the lecturers selves listed below to the professorship, for completing the scientific upgrade requirements in terms of originality in their research and University Service.
1. Approve the upgrade selves listed above teachers professorship, effective dates installed about name them all for completing upgrade requirements in terms of originality in their research and service life of the University on any financial implications before the adoption of this campus.
2. Sending congratulations to selves trainers listed in the above to receive the title of professorship.
3. Dr. Saleh Majeed/College of physical education and gymnastics.
4. Promotion committee at university would submit the names of those following:
-Dr. Hamid Hussein Mohammed
-Dr. Riadh Saeed Latif
-Dr. Sami Jamil erhim
-Dr. Afra Atta Abdul Karim
The information and public relations department at the University, for the purpose of publication and highlight those upgrades in publications.
The council considered the administrative affairs section notes number 2392, dated 9/6/2014 included College (agriculture) Council recommendation on approving the extension service (a. m. d. Zia Ahmed Mohamed)/College of agriculture, based on the provisions of article 11/I/b of the second amendment to University Service Act (1) for the year 2014.
Agree to extend the term of Dr. Zia Ahmed Mohamed/Faculty of agriculture for one year based on the provisions of article 11/I/b of the second amendment to University Service Law number 1 year 2014 due to the need to allocate.
The council considered a note by the Legal Affairs Department number 1493, dated 4/6/2014, and annex the bumper of course administration faculty book many u. s/5442 of 26/05/2014 contained cancellation penalty winding t consideration levied against (m. m. Jassim Hussein)/teaching staff in College above, under the command of 427 number of University on 8/1/2014, the section where cancellation of the CBP penalty based on the provisions of article (21/II) of the Act on discipline of public servants and private sector, number (14) of 1991 adjusted reinforces book College above, and after the debate, the council adopted resolution:
Approval of the abolition of the death penalty was considered rightly imposed wrap (m. m. Jassim Hussein)/teaching staff at the Faculty of management and economics based on article (21/II) of the Act on discipline of public servants and the public sector (14) of 1991.
The council considered the written Engineering College with o/189, 190, 191, 192, 194, 195, 199, 4, 5, 9, 10, 11/6/2014, on the recommendations of the Committee for the cooperation mechanism for the adoption of a number of postgraduate research contained in the minutes of the 13th meeting held on 26/3/2014 as follows:
1. Adoption of the research master’s student (Alla Saheeb Roudhan)/electrical engineering department with the Ministry of electricity/electric power transmission Directorate/central area.
2. Adoption research PhD (Ahmed Khalid Habib)/mechanical engineering with Design Department/Directorate General of sewerage/Ministry of municipalities and public works.
3. Adoption of a doctoral student’s research (sajida gesture suck)/mechanical engineering department with administrative and finance/development and training section/General company for heavy engineering equipment/oil Ministry.
4. Adoption research PhD (Qusay Abdul Karim Mostafa)/architectural engineering department with the National Centre for engineering consultancy/Ministry of construction and housing.
5. Adoption of the research master’s student (Ahmad Karim Kadim)/oil Engineering Department with the Ministry of oil.
6. Approval of the research master’s student (Kazim cream chopsticks)/mechanical engineering department with Engineering College/Qadisiya University/Ministry of higher education and scientific research.
7. Approval of the research master’s student (Rafah Zuhair Dawood)/department of water resource with planning and follow-up division/ministry of agriculture. Based on cooperation mechanism with the ministry of higher education and research and relevant ministries and non-related Ministry (160) for 2009.
Approval of the recommendations of the Commission of the cooperation mechanism in Faculty of engineering for the adoption of a number of research postgraduate students listed in sequence (1-7) above, based on the collaboration mechanism help Ministry of higher education and research with relevant ministries and non-related Ministry (160) for 2009 that doesn’t conflict with the help and supervision of graduate students in number and scientific levels.
The council considered a note by the Scientific Affairs Department number 407 dated 13/5/2004 on the recommendation of the Scientific Council of the Arab heritage Center 5th meeting held on 8 April 2014 involved agree to unload Dr. Khalil Hassan for one day a week to historical and scientific lectures to employees and students of the National Center of Sciences of Quran/Dewan of Shiite Waqf, based on cooperation mechanism help Ministry of higher education and research with relevant ministries and non-related Ministry (160) for 2009, after See recommendation the Council adopted resolution:
Agree to complete a. d. Khalil Hassan for one day a week to historical and scientific lectures to employees and students of the National Center of Sciences of Quran/Dewan of Shiite Waqf according to help the cooperation Ministry of higher education and research with relevant ministries and non-related Ministry (160) for 2009.
