The Office of the President serves as the central point for receiving visitors from all university formations. It manages incoming correspondence from departments and formations, issues official communications directed to ministries, and oversees the work of advisory offices. It follows up on responses from formations through the Operations Unit, issues and monitors directives concerning holders of special grades within the university, and archives both incoming and outgoing documents, in addition to managing the Electronic Unit. The office also coordinates all activities and requirements related to women through the Women’s Empowerment Unit, monitors statistics and requirements concerning individuals with special needs, documents the university’s heritage, and organizes visits to the University Museum.
Offices
Office of the University President

Office of the Scientific Assistant of the President
The office is responsible for administrative follow-up, including directing and monitoring official correspondence and communications, organizing daily transactions and mail, and presenting them to the Scientific Assistant. It also manages the scheduling of appointments and determines meeting times for the Scientific Assistant. Additionally, the office monitors official documents issued by the Citizens Affairs Division, which is linked to the University President, after they are referred to the Scientific Assistant, and provides responses regarding the actions taken by the relevant entities to which they were assigned.
Office of the Administrative Assistant of the President
The office manages the daily operations of the Assistant to the University President for Administrative Affairs. It is responsible for drafting official correspondence issued by the Assistant to all university formations. It also oversees the implementation of newly introduced office or administrative systems during renewal processes and monitors the work of all units affiliated with the Office of the Assistant to the University President for Administrative Affairs.
University Departments
Department of Financial Affairs
The department prepares and drafts the university’s budget, discusses it with the Ministry of Finance, and determines the needs and requirements of all university formations. It distributes financial allocations to the formations, monitors them monthly with the Ministry of Finance, and follows up on transfers between budget appropriation credits. It compiles financial data from the formations, consolidates it, and submits it to the Ministry of Higher Education and the Ministry of Finance. The department is also responsible for expenditures related to all requirements of the university’s central administration. It responds to financial reports received from the Board of Financial Supervision operating within the University of Baghdad, as well as from the Internal Audit and Control Department of the University Presidency. It prepares the minutes of the Higher Education Fund at the University Presidency and takes necessary measures to resolve bottlenecks after obtaining formal approvals. The department participates in all committees, including investigative, auditing, procurement, and maintenance committees, and assumes responsibility for all financial matters related to the investment budget for university projects. It manages all entry operations related to purchases of the University Presidency, as well as gifts received from external parties, in accordance with applicable regulations and instructions. The department also provides university departments with their required materials and supplies through the Procurement Division. Finally, it is responsible for calculating and disbursing the salaries of staff members at the university’s central administration.
Department of Human Resources
The department is responsible for implementing all administrative procedures in accordance with applicable laws, regulations, and the current Administrative Authorities Guide. It disseminates laws, instructions, authorities, and administrative controls received from the Ministry of Higher Education and Scientific Research. It prepares the staffing plan for actual and occupied positions and secures its formal approval with the Ministry of Finance, in addition to handling procedures for the deletion and creation of job grades transferred to and from the university. The department also prepares and continuously updates the job descriptions of university staff. It manages the Human Resources System developed by the Electronic Computing Center and organizes training courses for all university formations to improve data entry mechanisms and automate administrative processes. It also administers the electronic links system designed by the department to provide a unified environment for compiling university databases, while adopting electronic mechanisms for sending official documents and attachments in line with the university’s plan to transition to electronic correspondence and data exchange. The department issues university and administrative orders related to all aspects of human resources, including appointment, reappointment, resignation, transfer, secondment, delegation, academic leave, seniority grants, certification of degrees, changes in job titles, all types of leave, disengagement and resumption of duties, letters of appreciation, political separation, retirement, service extension, allocation of allowances, promotions and increments, salary determination, and more. It also issues all administrative letters and communications, prepares promotion and increment reports, and completes their formal approval procedures. Furthermore, it issues identification cards for all university staff and archives all documents, university orders, and administrative directives issued by the university’s departments within the General Archiving Unit.
Department of Internal Audit and Control
The department aims to audit the application of financial laws and regulations in all financial and administrative transactions within the University Presidency and its colleges, in order to ensure effective control over financial resources and revenues generated by the university’s accounting units. It monitors the extent to which these formations comply with financial and accounting instructions, as well as with applicable decisions and laws, thereby fulfilling the objective of audit and control in safeguarding public funds.
Department of Scientific Affairs
The Department of Scientific Affairs is regarded as the beating heart of the university, supplying its formations with diverse sources of knowledge, research, and scientific development. It is one of the most vital departments due to its role as a meeting point for the achievements of the university’s researchers, encompassing scientific accomplishments, patents, and an active movement of scholarly publishing, in addition to many other varied scientific aspects
Department of Student Housing Affairs
The primary mission of the Directorate of Student Housing is to welcome students from the provinces who are admitted to the colleges of the University of Baghdad, both in undergraduate and postgraduate studies, and to provide them with suitable accommodation along with the necessary supplies and all essential services to ensure their comfort and care.
Department of Quality Assurance and University Performance
The department is concerned with evaluating files related to university leadership, faculty members, and staff, as well as academic accreditation, measurement, self assessment, and both global and local university rankings. It also manages risk assessment and pays special attention to training, technical support, and the quality of educational laboratories.
Department of Scholarships and Cultural Relations
The department undertakes numerous tasks and responsibilities, including establishing cooperation and twinning agreements with international universities, maintaining connections between the University of Baghdad and other institutions through channels of communication and mutual benefit, and joining global scientific organizations and unions. It also manages the dispatch of students on study fellowships abroad, grants study leaves outside Iraq, and oversees the delegation of professors, staff, and students for training and scientific research, in addition to granting academic sabbaticals for faculty members abroad.
Department of Media and Government Communication
The department transforms scientific, literary, cultural, and intellectual achievements into media messages, making them accessible to the wider public in order to showcase the accomplishments of the University of Baghdad that serve society and contribute to its development. This is achieved through reporting on conferences, scientific symposia, patents, university participation, consultations provided, and collaborations with other state ministries, all conveyed in media messages that the department disseminates through various communication channels.
Department of Student Activities
The department plans, organizes, and monitors various championships and student activities aimed at developing students’ skills and talents, while making productive use of their time through sports, artistic, cultural, and scouting programs. It also focuses on preparing annual plans and programs, supervising the implementation of events and competitions, monitoring their outcomes, and fostering students’ creative abilities. In addition, it provides a supportive environment for discovering talents and exchanging experiences both within and outside the university.
Department of Postgraduate Studies Affairs
The department prepares and monitors the admission plan and the academic backgrounds submitted by all university formations, ensuring they comply with the regulations and instructions governing postgraduate studies. After approval by the University Council, the unified plan is sent to the Ministry of Higher Education and Scientific Research to obtain formal authorization for opening programs before the start of applications and the date specified by the ministry. The department also issues university orders for the admission of postgraduate students and follows up on the status of admitted and continuing students, from the commencement of their studies through to the issuance of the official university order granting their degree.
Department of Registration and Student Affairs
The department carries out numerous responsibilities, such as monitoring the implementation of examination regulations, controls, decisions, and directives issued by the ministry and the university regarding student affairs in undergraduate studies. It also executes the orders and instructions issued by the Ministry and the University Presidency in matters related to students and graduates of undergraduate programs.
Department of Reconstruction and Projects
This is a technical and executive department tasked with preparing, supervising, implementing, monitoring, and evaluating projects submitted by contracting companies working on university projects, in accordance with engineering designs and specifications. It also prepares preliminary designs and conducts feasibility studies for future projects. In addition, the department prepares the necessary reports for the rehabilitation, maintenance, and modernization of buildings and infrastructure across all university formations.
Department of Legal Affairs
The department provides legal opinions, prepares legal studies, and organizes legal committees. It is responsible for following up on the university’s rights and overseeing all matters related to the university’s properties.
Department of Administrative Affairs (Diwan)
The department provides all essential services and supplies, serving as the hub where many aspects of university life converge. Its achievements extend to all departments of the University Presidency, as well as to its colleges, institutes, centers, staff, and students.
Department of Science and Technology Gardens
Department of Security Permits and Monitoring
The department is tasked with issuing security clearances for members of the University of Baghdad, including professors, staff, and students. These clearances cover special grades, deans, administrative positions, postgraduate students, delegations abroad, study fellowships, service transfers, secondments, contracts, daily wages, individuals affected by terrorist operations, and visiting foreign delegations. In addition, the department manages and issues badges, authorizations, and vehicle permit, and monitors their use. It oversees inquiries, organizes entry and exit procedures at university gates and formations, and administers, supervises, and monitors the university’s camera systems.
Division of Non Departmental Units
Division of Academic Promotions Affairs
The division is responsible for completing the procedures of academic promotions for all university staff, as well as for staff from a number of private colleges and the Ministry of Education, as referred by the Ministry of Higher Education and Scientific Research / Directorate of Research and Development. It prepares the university orders related to academic promotions to the ranks of Lecturer and Assistant Professor, drafts the minutes of each meeting and completes the approval procedures, and audits promotion files for faculty members across all academic ranks.
Division of the University Council Secretariat
The division is responsible for organizing meetings of the University Council and following up on its decisions with the Ministry. It circulates items received from the Ministry’s Board of Opinion to the university’s formations, as these items represent approved sections of the University Council’s minutes. It also secures the approval of the University President on the minutes of the formations’ councils, except for items that fall outside the authority of the formation, which are referred to the relevant departments to take the necessary action in accordance with administrative procedures.
Division of the University Website
The division manages the official website of the University of Baghdad and provides hosting and technical support for the websites of the university’s formations and journals. It administers official email accounts and the associated cloud services, such as e learning platforms. In addition, it oversees and manages electronic systems integrated into the website, including the journal management system, the scientific activities management system, and the digital repository.
Division of University Health Services
The division provides medical examinations and treatments, dispenses medications, and offers a wide range of laboratory diagnostic services. It delivers comprehensive dental care, provides healthcare for pregnant women, and organizes health education programs and special courses for students as part of university health activities. In addition, it conducts training sessions on first aid, forms joint committees with Ministry of Health staff to monitor the operation of clubs and cafeterias, and directly supervises food preparation.
Division of Citizen Affairs
The division receives citizens, studies their requests, and guides them to the relevant authority. It follows up on citizens’ applications and assists them in obtaining their rights until the matter is resolved. Dedicated communication lines and an official email address are provided on the university’s website to facilitate citizen interaction. The division also schedules appointments for all citizens to meet with the University President.
Division of Government Contracts
The division participates in and oversees the auctions conducted by the university’s formations, directs the type of investment to be undertaken across all formations, and secures the necessary approvals for entering into contracts. It prepares and issues announcements once the procedures for tenders and public auctions are completed and formal approvals obtained. The division also communicates with the colleges, institutes, and centers affiliated with the university, as well as its departments, regarding contractual matters, while keeping the Office of the University President informed with copies of such correspondence. In addition, it audits and reviews all contracts before presenting them to the University President for signature.
