Baghdad University Council resolutions – 8th session (2017)

 

Eighth session

 

Directives of president of the council:

 

1. Provision of the necessary requirements for the performance of the first semester exam.

2. Directing the deans of all university formations to install the scientific promotion clause in the records of the college councils of all university formations, including hosting the Chairman of the Promotions Committee to discuss the subject of scientific promotions and the latest developments in the transactions submitted to follow-up their completion as soon as possible.

3. Directing the deans of all university formations to provide assistance to University of Mosul and connecting the corresponding faculties of the two universities in various specialties for indicating their need of books and equipment available at the colleges of University of Baghdad and to approach the rector to raise official books to the minister’s Office for transfer of books and equipment.

4. Emphasize to approach the external evaluators of scientific promotion research through e-mail first to indicate their willingness to assess and, if approved, to send research for speed of achievement.

5. Direct the Chairman of the Central Promotion Committee to follow-up the work of the scientific promotion subcommittees in university formations.

6. Direct the deaneries of all university formations to examine the requests for transfer and placement and granting a book of non-objection in accordance with the actual and structural need.

7. Directing the deans of all university formations to organize a symposium with teaching staff at the beginning of II semester and listening to their problems, queries and proposals to reach at solutions in order to achieve the process of development and communication.

8. Directing the dean of the faculty of engineering to form a central scientific committee in the college overseeing the work of the scientific committees in all departments where the results should be submitted during a month from the date of its formation for the commission’s work will be circulated to the rest of the university’s formations if it is successful.

9. Nominate new instructors teachers to be heads of departments periodically and not to nominate those who have penalties.

10. Obtain approval from the rector of  any workshop or symposium outside the plan adopted by him and the ministry to be submitted to the Minister’s Office in connection with the sponsorship of the conference or inviting His Excellency to attend.

11. Direct the colleges, institutes and centers’ councils to discuss the subject of scientific journals and their reliability within the specialization of each formation and to be included in their records in accordance with established contexts.

12. Direct Associate Rector for scientific affairs the return of scientific journals available in the Scientific Affairs Department to the university formations that have the same competence to be discussed in their college councils and then to be submitted to the university.

13. The five-year plan in postgraduate studies must be balanced in case of the number of professors who are to retire and those of teaching staff and Bachelor’s degree to ensure the work of laboratories and teaching process.

14. Direct new staff to do the work assigned to them according to the administrative contexts to acquire managerial experience and to contribute to the administrative development of the university.

 

Scientific Promotions:

 

The council considered the notes of the Central Scientific Promotion Committee, No. (7, 9 and 10) dated on 9 and 10/1/2017 on the scientific promotion transactions of professorship of the instructors listed in the table below which were returned to the Central Scientific Promotion Committee in accordance with the decision of the University Council at its 18th and 25th meetings on 30/5, 27/6 and 5/12/2016 as follows:

Resolution

 

1. Approve the promotion of the above-mentioned teaching staff to professorship as of the established dates for their respective names for completion of the requirements of scientific promotion in terms of authenticity in their research and duration of university service, with no financial implications prior to the issuance of the university order.

2. Congratulating the above-mentioned instructors for gaining the title of professorship.

3. Send a letter of thanks and appreciation to Dr. Razak Shaalan Akl/Center for research and museum of natural history for presenting at least five papers that have been marked with authenticity.

4. Committee for Central Scientific Promotions would submit the name of Dr. Razak Shaalan Akl from Center for research and museum of natural history to the department of media and public relations for the purpose of publishing and highlighting his promotion in the university’s publications for presenting at least five papers that have been marked with authenticity.

 

Cooperation Mechanism/Graduate Institute of Accounting and Financial studies:

The council considered the note by the Scientific Affairs Department, No. (12) on 4/1/2017 on the recommendation of the Committee on the Cooperation mechanism at the Graduate Institute of Accounting and Financial studies including approval of full-time leave of Assis. Prof. Dr. Salim Awad Hadi, head of department of the accounting studies, for one day a week to complete the work of the High Commission on loan of the Central Bank of Iraq, being a member, based on the instructions of the mechanism of cooperation of the Ministry of Higher Education and Scientific Research with ministries and non-Ministry entities (no. 160) of 2009.

 

Resolution

 

Approval of full-time leave of Assis. Prof. Dr. Salim Awad Hadi, head of department of the accounting studies, for one day a week to complete the work of the High Commission on loan of the Central Bank of Iraq, being a member, based on the instructions of the mechanism of cooperation of the Ministry of Higher Education and Scientific Research with ministries and non-Ministry entities (no. 160) of 2009.

 

Scientific Promotions:

 

The council considered the notes of the Committee on Central Scientific Promotions, No. (12, 16, 17, 18, 25 26, 32 of on 11, 22, 23, 25) on 30/1/2017, containing the recommendation of the Committee for Central Scientific Promotions adopted at its fifth and twenty-first sessions, held on 13 and 20/12/2016, as well as promotions returned under the decisions of the University Council at its 16th extraordinary, 19th, 5th and 6th meetings, held on 18/4/2016 and 13/6/2016 and 5 and 19/12/2016 on the promotion of the teaching staff listed below to professorship for completion of requirements of scientific promotion in terms of authenticity in their research and the duration of the University service:
