Baghdad University Council resolutions – 12th session (2016)
Twelfth session
I: Scientific research sent to estimators for promotion to ensure reading them extensively and assessed properly according to the instructions and controls.
II: Direct the deans of all university formations to:
A. Direct subcommittees of promotions to assign estimators for future.
B. Updating the functional and scientific structure so that the movement of staffing would depend upon it annually or sometimes every six months in case of emergency.
C. Assigning the completion percentage of the researches of graduate students.
D. Celebrating women’s day and honoring women for her role in society.
III: Directing the dean of the institute of accounting and financial studies for postgraduate studies to form a committee under his chairmanship and membership of the Director of finance in University and law school legal to provide a consolidated study on exchange mechanism of higher education fund and the distribution of proportions and their respective sections in accordance with the rules and then set up a workshop involving account managers in all profiles.
IV: Directing the deans of the medical colleges to clarify their opinion about linking graduate medical group Iraqi Council as Council disciplines provides professional certification (Board) while the medical colleges grant academic degrees (master’s and PhD) and this was followed in most States.
V: Adoption of modern programs complementarity in faculties of medical group where the world is heading towards modern programs and developing students according to a high level.
VI: Redirect all deans of university formations to choose committees to discuss researches presented by graduate students in terms of scientific expertise, efficiency and reliability of universities to ensure sound scientific debate.
The council then proceeded to the consideration of the issues on its agenda and take appropriate decisions as follows:

1. Approve the upgrade of those listed above to professorship, effective dates installed about name them all for completing upgrade requirements in terms of originality in their research and service life of the University on any financial implications before the adoption of this campus.
2. The central scientific committee at University would submit the name of (Dr. Hasna Satar Jabbar)/College of physical education and sports science to media and public relations department at the university for the purpose of publication and highlight the upgraded versions of the university after submitting (five) researches.
3. Dedicating a book of thanks and acknowledgements to (Dr. Hasna Satar Jabbar)/College of physical education and sports science after submitting scientific research for promotion.
4. Congratulating those listed above for receiving the title of professorship.
The council considered the Rector’s Office book issue 1 a/895 of 3/2/2016, and attached to the recommendation of the Board of school/Advisory Office for foreign languages and translation taken eighth meeting held on 30/12/2015. Regarding paragraph (ii) included bringing new members to the Advisory Board of the gentlemen listed below due to expiry of legal, based on paragraph (iii) of article 3 of the law offices of scientific and advisory services in higher education institutions (7) of 1997 and As follows:
I: (Assistant Professor Dr. Samer Akram Hussein) teaching staff in the Department of Russian language rather than (Dr. Munther Manhal Mohammed) due to expiration of membership.
II: (Assistant Professor Dr. Jassim Mahmoud Rotterdam) teaching staff in the Department of Persian language instead of (Assistant Prof. Dr. Ali Abdul Munim Hadi) due to expiration of membership.
1. Bring (Assistant Prof. Dr. Samer Akram Hussein), an instructor at the department of Russian language instead of (Dr. Munther Manhal Mohammed) due to expiration of membership.
2. Bring (Assistant Prof. Dr. Jassim Radam Mahmoud), an instructor at the department of Persian language instead of (Assistant Prof. Dr. Ali Abdul Munim Hadi) due to expiration of membership.
The council considered the Rector’s Office book issue 1 a/1105 of 10/2/2016, and attached to the recommendation of the Board of the Faculty of science/scientific advice Office taken its 1st 26/1/2016 on paragraph (ii) regarding the extension of the term of Office of Dr. (Mutaz Abdul Sattar Mohammed al-Dabbas) an office manager for two years as follows:
Agree to extend the membership of (Dr. Mutaz Abdul Sattar Mohammed al-Dabbas) in scientific advice office in the faculty of science for two years based on the scientific advisory and services offices act in institutions of higher education and scientific research, number 7 of 1997 article (3) paragraph (iii).
1. Approval of the research master’s student (Joan Tahir Majeed)/Chemical Engineering Department with petroleum research and Development Center/Ministry of oil.
2. Approval of the research master’s student (Ali Leith Abdul Karim)/Chemical Engineering Department with petroleum research and Development Center/Ministry of oil.
3. Approval of a doctoral student’s research (Wiqar Abdul Wahid Abdul Nabi)/Chemical Engineering Department with petroleum research and Development Center/Ministry of oil.
