The College of Administration and Economics at the University of Baghdad held a scientific symposium entitled (Administrative Contracts) sponsored by the Department of Accounting and presented by Dr. Mahmoud and attended by a group of professors, postgraduate students and employees. The lecturer tried to address various aspects related to the basic rules of government contracts and laws governing the work of contractors in the country and how to formulate legal controls.

He also stressed that the legal rules are not, as some believe, rigid but on the contrary they are developed and varied according to the development of society and the diversity of social and economic relations at all levels and sectors because these rules are existed in the first place only to control the behavior of individuals and to regulate their economic and social relations in the broadest sense of these terms.
