The college of law at the university of Baghdad discusses theoretical and applied aspects of the last Iraqi constitution in a scientific conference

The department of public law at the college of law at the university of Baghdad held its annual scientific conference entitled “Towards promoting the building a state of law and its institutions” in which it discussed the constitution of the republic of Iraq in 2005 between theoretical and applied aspects. The dean prof Dr. Jamal al-Haidari delivered a statement about the importance of this conference, confirming the concept of legitimacy and supremacy of the constitution as a supreme law in the legal system of the state, promoting the rule of law in the light of the restricting public authorities in the state with constitutional and legal rules which help to establish the concept of the restricted government since there is no authority above the authority of law, stating the importance of the role of constitutional  and administrative institutions in establishing the principles of human rights and public freedoms. The themes of the conference was about constitutional law,  the role of the constitutional institutions in the constitution of 2005, the relationship between them, the federal system in the constitution, the relationship between the federal government and the provinces, the independent bodies in the Iraqi constitution. The second theme is devoted to administrative law, discussing the organizational and administrative judiciary in the constitution of 2005, the legal protection of public funds under the constitution. While the third theme was about the general finance, discussing the Iraqi tax system between reality and ambition, the general budget of the financial administration, the allocation of public revenues in the federal state. The last theme related to human rights and freedoms in the last constitution, the guarantees of those rights and public freedoms in democratic systems. At the end of the conference, certificates of appreciation were distributed to the participating researchers from the colleges law and political science at the universities of Baghdad, al-Nahrain, Mustansiriya and the ministry of higher education and scientific research. The assistant of the president of the university of Baghdad for administrative affairs, prof. Dr. Hussein Yousef, inaugurated a photo gallery about the legal activities of the college, as well as a museum presenting the college’ belongings since its establishment in 1908 to the present time.
