Baghdad University Council resolutions – 14th session (2017)

 

Fourteenth session


Directives of His Excellency the minister at the 3rd meeting of the Opinion Body held on 6/4/2017:

 

1. Victories achieved in battlefields:

His Excellency the minister of higher education and scientific research congratulated the members and the Iraqi people on the occasion of all the great and joyous victories that have been achieved in battles by our blessed armed forces and popular crowd in the territory of Mosul.

2. Renewable energy:

His Excellency the minister stressed the need to adopt the renewable energies initiative and he agreed with the ministry of finance to allocate (200) million dinars to each university wishing to erect a solar system on its owned land as well as to launch customizations from the ministry of finance in various fields and remove bottlenecks in university budgets.

3. Employment of top students:

His Excellency the minister confirmed that a range of degrees currently available at some universities which will be allocated for appointment of top students of the academic year (2015/2016) as required by universities, while the top three graduates of (2016/2017) will be employed as directed by the Council of Ministers.

4. Adoption of agriculture for strengthening of the Iraqi economy:

His Excellency the minister referred to the workshop held with deans of the agricultural colleges where an initiative was launched for supporting the national economy via agriculture, especially industrial and medicinal crops. His Excellency emphasized qualification of students and graduates in agricultural colleges by referring to the Prime Minister’s initiative to grant loans to finance small and medium-sized enterprises without benefits for the purpose of exploiting efforts in agricultural projects such as fertilizers, pesticides and foodstuffs industry. In the same context the minister referred to an initiative launched by the ministry of science and technology on 13/4/2017 to put forward (64) investment projects.

5. Reducing drug abuse and misuse of medical drugs:

His Excellency the minister stated that there are several reports and indications of a limited proportion of misuse of medical drugs and drug abuse among young people, which will generate negative consequences not for the individual but for society as a whole, which is dangerous as terrorism, therefore, it is the responsibility of the ministry and its academic institutions to play their role in reducing this phenomenon since universities are one of the most important institutions serving the community. He declared that a central committee was formed, chaired by Chairman of the Supervisory Body and scientific assessment with the membership of the ,ministry’s Advisor for educational affairs and curriculum in addition to specialists in psychology, sociology, media, fine arts, the university’s publishing house and university channel to make educational programs in this regard such as seminars and publications for drug prevention, monthly reports and that it is funded by Higher Education Fund in coordination with international organizations such as (IREX) organization. His Excellency the mnisted stressed also the need for creating job opportunities for the youth in order not to be victims of this phenomenon.

6. South Korean fellowships:

His Excellency the minister confirmed that there are (30) South Korean fellowships for MA degree in environment and technology allocated for the employees in environmental institutions such as civil engineering and environmental departments in the faculties of science and (10) PhD fellowships provided that a student should gain an admission from the first top (20) universities in Shanghai’s Rankings in any specialty.

7. Statistics Unit:

His Excellency the minister stressed the need for establishing a statistics unit at each university, since future financial, economic and health projects need this specialty in order to revitalize the statistics units to provide a database of Iraqi universities.

8. Security clearances:

His Excellency the minister stressed not to give salaries for employees and teaching staff of universities of Nineveh unless Security clearances are completed for them.

 

Resolutions of the Opinion Body at its 3rd meeting held on 6/4/2017:

 

1. Implementation of development and modernization program of curricula of faculties of humanities at Iraqi universities: Support and follow-up projects implemented for the development and modernization of curricula of faculties of humanities approved by His Excellency the minister where ministerial executive committees were formed this quest.

2. Reduction of evening study fees for the first three top students: According to the meeting of the advanced staffing it was approved that for the academic year (2017/2018) the fees for evening studies would be reduced by (50%) for the first top student, (30%) for the second top student and by (20%) for the third top student and the universities have the power to discount based on instructions.

3. Press Release (Higher education: Our current trends are geared towards abolition of unloading study materials of all phases):  Abolition of study unloading system (for all specialties in higher education, to be applied for the students admitted in (2017/2018).

4. Executive Committee to follow up application and implementation of te Islamic Science Faculties Development Project: Calling Chairman of the Committee of Deans and members of the Islamic sciences faculties to discuss the application of the quarterly study system for implementation of the project for development and modernization of Islamic science curricula approved and implemented in 2014.

5. Workshop on linking the higher education system to labor market: A professional integration: Inauguration of Occupational integration Division in the department of studies, planning and follow-up responsible for coordinating and accomplishing of the tasks related to the labor market sectors.

6. Giving the title of professional professor:

Entrust the department of research and development to update the criteria for giving the title of professional professor in line with scientific sobriety and achievement, with the possibility to terminate his (her) services in the absence of the desired benefit.

7. Naming of the graduation course for the academic year (2016 – 2017) as (Liberation and construction).


Directives of president of the council:

 

1. The council was briefed on the memorandum of the Central Scientific Promotions Unit, No. 95 on 28 March 2017 on the scientific promotion of Assist. Prof. Dr. Faten Juma’s Saadoun/College of Open Education at the ministry of education where the presidents of the council directed the dean of the faculty of fine arts to approve the actions taken by the faculty.

2. The council was briefed on the memorandum of the Central Scientific Promotions Unit, No. 95 on 28 March 2017 on the scientific promotion of Assist. Prof. Dr. Riyad Musa Sakran/Faculty of Fine Arts where the presidents of the council directed the dean of the faculty of fine arts to issue a book stating the reasons for not recommending the scientific promotion of the above-mentioned professor.

3. The council was briefed on the memorandum of the Central Scientific Promotion Unit No. 95 on 28 March 2017 on the scientific promotion of Assist. Prof. Dr. Kazim Munis Aziz/Faculty of Fine Arts where the presidents of the council directed the dean of the faculty of fine arts to call the above-mentioned professor to submit his papers to the Committee of scientific titles accreditation since his research submitted for promotion were published during the resignation period, therefore it is something contrary to controls and instructions.

4. Direct all the councils of university formations to review scientific promotion transactions and identify the deficiencies to address those concerned before they are submitted to the Central Scientific Promotion Committee to reduce time for completion.

5. Direct the deans of all university formations to follow up the work of the scientific promotion committees in their formations and to return the transactions that are contrary to the controls to the given formation.

6. Commitment to correct contexts of correspondence with regard to submission of applications to be submitted to the university presidency.

7. Direct all university formations to provide the department of media with news summary, especially those related to theses of postgraduate students, not only the titles.

8. Directing the faculties of humanities, especially departments of educational and psychological sciences towards research topics that address and serve the actual reality of our society such as the current attack against our country by ISIS and post ISIS period.

9. Preparation of final exam requirements, including printing of examination books at the University Publishing House in appropriate numbers.


Scientific Promotions:

 

The council considered the notes by the Central Scientific Promotion Committee, No. 169 on 26/10/2016 and 92 on 26/3/2017, including recommendation of the Committee for Central Scientific Promotions adopted at its 19th meetings held on 17/5/2016 and its 9th meeting on 24/1/2017 on the promotion of the teaching staff listed below to professorships for completing the requirements of scientific promotion in terms of authenticity in their research and duration of university service, as well as considering the notes by the Committee Central scientific Promotions, No.( 99, 100, 102, 106) on 29/3 and 5/4/2017, on the scientific promotion transactions to the professorships of those listed in the table below in accordance with the council resolution at its 18th meeting on 30/6/2014 and the 16th extraordinary session held on 18/4/2016 and the 5th session held on 5/12/2016 as follows:

Resolution


 

1. Approval of the promotion of the teaching staff listed above to professorships for completion of requirements of scientific promotion in terms of authenticity in their research and university service with no financial implications prior to the university order.

2. Congratulating the above-mentioned instructors for gaining the title of professorship.

3. Send a letter of thanks and appreciation to those listed above (1, 3, 4, 9) for submission of (at least five papers marked with originality).

4. Committee for central Scientific Promotions should submit the names of those listed above for publication and to highlight their promotion in the university’s publications.


Scientific journals accredited for publication for the purpose of scientific promotions: 

 

The council considered the notes of the department of scientific affairs, No. (442, 445, 466 and 453) on 28, 29 and 30/3/2017, and its annexed table on the recommendation for scientific journals adopted by its book No. 5166 on 3/11/2016 for approval by the university council as considered by the note No. 499 of 29/3/2017 and after discussion, the council adopted the following resolution :


Resolution

 

1. Approve the adoption of the following scientific journals for the purpose of scientific promotions:

-International Journal of Nursing and Health science.

-The Journal of Arab Studies in Education and Psychology issued by Association of Arab Educators (ISSN 2090-7605).

2. Nonapproval for the adoption of the following scientific journals:

-International academic Journal of Social Science.

-International academic Journal of Humanities.

-Physical Chemistry.

-The Truth Magazine.


Cooperation Mechanism/Faculty of Media:

 

The council considered the note by the Scientific Affairs Section, No. 479 on 6/4/2017 on the recommendation of the Cooperation Mechanism Committee at the faculty of media at its meeting on 28/2/2017 on approval of the contract of (Dr. Falah Hassan Ali) teaching staff at the college to serve as an advisor of the Iraqi media network for non-opposition to his lectures at the college, based on to the instructions of the Cooperation Mechanism of the ministry of higher education and scientific research with ministries and non-ministry entities (no. 160) of 2009 and after considering the approval of the Cooperation Mechanism Committee at the college and the above recommendation, the council adopted the following resolution:

Approval of Dr. Falah Hassan Ali’s contract at the faculty of media to act as an advisor of the Iraqi media network for non-opposition to his lectures at the college, based on to the instructions of the Cooperation Mechanism of the ministry of higher education and scientific research with ministries and non-ministry entities (no. 160) of 2009.
