Baghdad University Council resolutions – 5th session (2017)

 

Fifth session

 

Directives of president of the council:

 

1. Make sure that there are no research evaluators for scientific promotions at university before sending promotion transactions to others from other universities inside Iraq.

 

2. Directing the deaneries of the corresponding colleges at the university to send the names of their professors to the promotions committee as a database to make use.

 

3. Directing the central scientific promotion committee to make a database of all specialties.

 

4. Directing all deaneries to open up to research centers and to involve their professors in supervising postgraduate students.

 

5. Confirmation of approval of the authored book (resource, methodological or assistant book) by the scientific committee in all university formations within their scientific plans and validated by the councils.

 

6. Directing all deaneries that issue Arabic journals to provide abstracts in English.

 

7. Follow-up the H-index of all professors and entering their research in Google Scholar.

 

8. Directing all deaneries to register the researches of postgraduate students in the department of scientific affairs.

 

9. Confirmation of publishing the findings of postgraduate students’ researches after six months from the start of their research work in accordance with approved results.

 

10. Work on integration of old and new experience of the teaching staff within and outside Iraq to give them a greater role in their faculties.

 

11. Directing professors not to publish in modern journals since most of them are commercial and are not considered discreet journals until four years later to issue but to rely on journals accredited by the scientific affairs department in accordance with the adopted contexts.

 

12. One day is determined to meet graduates.

 

13. Directing the department of studies, planning and follow-up to adopt the doctoral degree order for professors who request extension of their service to indicate the need for their specialty.

 

Scientific promotions:

 

The council considered the notes of the central scientific promotion committee, No. (169, 178, 184, 185, 186 and 187) in 26/10, 8, 27, 28, 29 and 30/11/2016 on its recommendations taken at its nineteenth, twenty-first and first sessions held in 17/5, 20/6 and 1/11/2016, and the resolution of the council during its nineteenth and second sessions held in 16/6 and 19/10/2016 on the promotion of the teaching staff listed below to professorships for completing the requirements of scientific promotion in terms of authenticity in their research and duration of university service:

Resolution

1. Approve the promotion of the teaching staff mentioned above to professorship as the respective dates for completing the requirements for scientific promotion in terms of authenticity in their research and the duration of the university service.

2. Congratulating the above-mentioned teaching staff for gaining the title of professorship.

3. Sending a letter of thanks and appreciation to the professors in the sequences (4.8) in the table above for presenting (at least five researches marked with originality and publishing their promotions in university publications.

 

Scientific journals:

 

The council considered the note by the department of scientific affairs, No. a/1128 on 13/11/2016 and its annex approved by the book No. 5166 in 3/11/2016, then the council adopted the following resolution:

 

1. Approve the adoption of the following scientific journals for the purpose of scientific promotions:

1. Advances in animal and veterinary science.

2. International Journal of Advanced Biological Research (IJABR).

3. The International Journal of Science and Nature.

4. International Journal of Animal and Veterinary advances.

5. International Journal of Computer networks and wireless communication.

 

2. Non-adoption of other journals for the purpose of scientific promotions.

 

Cooperation mechanism/ Center for research and museum of natural history:

 

The council considered a note by the department of scientific affairs, No. 1150 in 23/11/2016, on the nomination of Assistant Prof. Dr. Aqail Abbas Ahmed and Assistant Prof. Afkar Muslim Hadi, instructors at the center for research and museum of natural history to work with the ministry of environment on the basis of instructions of cooperation mechanism of the ministry of higher education and scientific research with ministries and non-ministry entities, No. 160 of 2009, then after discussion the council adopted the following resolution:

Approval of the nomination of Assistant Prof. Dr. Aqail Abbas Ahmed and Assistant Prof. Afkar Muslim Hadi, instructors at the center for research and museum of natural history to work with the ministry of environment on the basis of instructions of cooperation mechanism, No. 160 of 2009, then after discussion the council adopted the following resolution.

 

Cooperation mechanism/Diwan Affairs Department:

 

The council considered a note by the department of scientific affairs, No. 1142 in 15/11/2016 that Assistant teacher Khalid Saad Ahmed/Diwan Affairs Department at the presidency of the university is to be free for one day a week (Tuesday) to work at the public company for automobile and equipment industry/ministry of industry and minerals to conduct his research entitled (Performance assessment of the irrigation pump “98-00-000”) based on instructions of mechanism of cooperation of the ministry of higher education and scientific research with ministries and non-ministry entities, (no. 160) of 2009.

 

Resolution

The council considered a note by the college of engineering, No. S/162 in 8/11/2016 on the minutes of the second meeting of the committee of cooperation mechanism at the college in 7/11/2016 recommending the approval of extension of memorandum of understanding between Bin Firnas housing complex concluded with the college of engineering and Kar company (1/10/2016 to 1/10/2017) based on the instructions of mechanism of cooperation of ministry of higher education and scientific research with ministries and non-ministry entities (no. 160) of 2009.
