Baghdad University Council resolutions – 2nd session (2017)

 

Second session

 

Directives of His Excellency Minister of higher education and scientific research during the 6th meeting on 21/9/2016:

 

1 – Scientific departments:

His Excellency the minister called the scientific departments to prepare study and research plans and follow-up accomplishment.

2 – Reopening admission to specific specialties at other Governorates:

His Excellency stated that this resolution came to allow our students to admit for specialties unavailable at the colleges of other governorates such as (veterinary medicine, agriculture, education for women, basic education, administration and economics and others) and he declared that the ministry has not decided to separate males and females in universities whereas it resolved that college of law can accept the students at the governorate inclusively for there are many State and private colleges of law.


 

3 – Extend admission for postgraduate studies:

His Excellency asserted that extension of admission for postgraduate studies would be according to community need (public & private sectors) and the scientific department is the one charged to make the extension.

4 – Teaching in postgraduate studies:

Teaching should be according to the exact specialty of each professor.

5 – Education supervision:

Supervision should be activated through dividing students among instructors who are characterized with the academic educational character.

6 – Instructors’ activities:

Seminar sessions should be activated weekly and these sessions should be attended by professors and postgraduate students.

7 – Third phase exam:

His Excellency asserted that the ministry objects the activation of the third phase exam to enhance the educational level.

8 – Exercise of religious rituals:

His Excellency asserted that the universities should be beacons for knowledge and studying and not to exaggerate when exercise of religious rituals and that our students not to be absent for this excuse.

 

Resolutions of opinion body during the 6th meeting on 21/9/2016:

 

1 – 9th amendment proposal of the ministry Act:

A committee should be formed to hold a meeting to discuss and vote on the articles of the ministry Act.

2 – Uniforms:

-The universities have the right to adopt proper uniforms consistent with the values and the traditions of the Iraqi society.

-Cameras and smart phones are not allowed in dormitories.

3 – 1st amendment proposal of the Act of (Postgraduate institute for styptic diagnose and techniques assisting affinity):

Agreement was approved for the above act.

Then the chairman of the council stated his directives:

 

Directives of the president of the council:

1- Commitment to uniforms (according to the defined colors) and follow-up of students.

2 – Appraisals of research published in conference proceedings are based on controls and appraisal of scientific journals and these researches should not be published only in conference proceedings but to be published in an appendix.

3 – Asserting the need for authentication in the proceedings of the periodic meetings held at all college departments and branches.

4 – Directing all university formations to attention to discreet scientific journals for publishing academic papers for the sake of scientific promotions.

5 – Defining specific mechanisms for commitment of instructors to their job.

6 – Follow-up of study attendance in the evening study according to the controls and regulations issued by the ministry.

7 – Committees are to be formed to follow-up teaching and work in all scientific departments and administrative divisions.

8 – Directing the deans at all university formations to hold meetings with students and professors to solve matters.

9 – Directing all university formations to establish a mechanism for providing controls and instructions to professors in all scientific departments and branches.

10 – Directing the deans at all university formations to assign (head of department, Associate dean) through the college council and to choose those who do not have any administrative penalties and are agreed upon by their collegues at the concerned departments.

11 – Attention to graduation projects of graduate students according to market need for all university formations.

 

Scientific promotions:

The council considered a note by the central committee of scientific promotions, (121, 140, 178, 166, 152, 183) dated 22/6/, 25/7, 15/8, 5/9, 26/9 and 3/10/2016) on the recommendation of the committee taken in the 16th meeting held on 5/4/2016 and the notes (17, 18, 112, 21) on 9 and 30/5 and 25/7/2016 on upgrading the lecturers listed below to professorship after completing the scientific upgrade requirements in terms of originality in their research and University Service:

Resolution

1. Approve the upgrade of those listed above to professorship according to effective dates about their names for completing upgrade requirements in terms of originality in their research and service without any financial implications before the adoption of this resolution.

2. Congratulating those listed above for receiving the title of professorship.

3. Grant books of acknowledgments for professors in the sequence (1, 6, 7, 8) for submitting at least five researches.

 

Cooperation mechanism/Faculty of engineering:

The council considered a note issued by the Scientific Affairs Division, s/139 on 6/10/2016 on the recommendation of the committee of mechanism of cooperation at the faculty of engineering during its first meeting on 5/10/2016 that included commission of (Assistant Prof. Dr. Najim Abd Resn) an instructor at the department of the mechanical engineering to contribute in authoring and printing scientific manuals for the technical and occupational higher education for the student of higher engineering and technical institutes within a project sponsored by the ministry of environment to get rid of the materials that damage the ozone layer in cooperation with (UNEP) based on the instructions of cooperation mechanism of the ministry of higher education and scientific research with relevant ministries and non-related ministry (160) for 2009.


 

Resolution

Approval of commission of (Assistant Prof. Dr. Najim Abd Resn) an instructor at the department of the mechanical engineering to contribute in authoring and printing scientific manuals for the technical and occupational higher education for the student of higher engineering and technical institutes within a project sponsored by the ministry of environment to get rid of the materials that damage the ozone layer in cooperation with (UNEP) based on the instructions of cooperation mechanism of the ministry of higher education and scientific research with relevant ministries and non-related ministry (160) for 2009.

 

Cooperation mechanism/Computer Center:

The council considered a note issued by the Scientific Affairs Division, 973 on 4/10/2016 on commission of (Teacher Hisham Abd Manaf Atta/Computer Center) to work with a specialized team from the General Directorate of Intelligence and Combating Terrorism/ Intelligence and Federal Investigations Agency to prepare a comprehensive study for the upgrade of the scientific and security level in service of Iraq and the national interest for one day a week based on the instructions of cooperation mechanism of the ministry of higher education and scientific research with relevant ministries and non-related ministry (160) for 2009 and after the approval of the Computer Center, the council approved the following resolution.

 

Resolution

Approve that (Teacher Hisham Abd Manaf Atta/Computer Center) would work one day a week with a specialized team from the General Directorate of Intelligence and Combating Terrorism/ Intelligence and Federal Investigations Agency based on the instructions of cooperation mechanism of the ministry of higher education and scientific research with relevant ministries and non-related ministry (160) for 2009.
