Baghdad University Council resolutions – 13th session (2016)

 

Thirteenth session

 

His Excellency the minister’s directives during the 2nd meeting of the opinion body on 5/3/2016:

 

1. Demonstrations in universities:

 

His Excellency the minister stated that there are some legitimate demands of students as poor service in boarding students in momentum per location and poor hygiene, care and maintenance, with regard to student grant, as well as some other demands that have nothing to do with higher education as a fight against corruption and the provision of public services and public demands and reforms can claim Outside the University, because the whole place is not academic forums to express their opinion.


 

2. Powers of universities’ presidents:

 

His Excellency the minister said that many special powers were granted by the minister to university’ presidents to being closest to the students and the University’s conditions, Shiatsu specialist in this respect confirmed that heads of universities using powers granted to them to consider the following topics:

-Uniforms and the question of defining colors.

Dormitories’ students are allowed to bring smartphones and personal computers.

-The transition of students to universities in their provinces for all classes to reduce the momentum in their number inside the dormitory.

-Wages for parallel education and evening studies should take into account the economic situation and not to increase wages at present.


 

3. Article (25) of the federal budget:

 

Universities are free to make appropriate decisions about maximizing resources.


 

4. Competitiveness of the global economy and the quality of higher education:

 

A committee was formed under the chairmanship of the head of the supervisory and scientific evaluation body to examine ideas presented on this subject. Then the head of the committee proceeded to put up instructions for this meeting as follows:

 

Directives of the president of the council: 

 

1. Emphasize the diversity of scientific journals and the headline in the dissemination of scientific research promotion and dissemination of research in a magazine at least global research provided to exclude promotions published in magazines but solemn.

2. Directing the committee of scientific promotions to return the upgrades’ transactions that have not been implemented by decisions or directives adopted by the Council of the League.

3. Emphasize the adoption of a plan of scientific research (scientific plan installation) in the Department Council and included in the minutes of the Council and ratified by the Faculty Council, directing Assistant Rector for Scientific Affairs at the above mentioned research in approval plan sent by all University formations.

4. Stating all the information about the scientific journal that published scientific research promotion and not merely in name only.

5. The biography of resident experts is adopted for promotion issues.

6. Directing all deans to call lecturers to attend seminars for scientific research so that to increase and add valuable scientific information.

7. President of the council stressed that the powers granted to the deans so that to develop scientific and administrative colleges and the possibility of granting any authority to facilitate their work.

8. Directing the deans to constantly communicate with all formations’ members and faculty members through meetings and seminars and listen to their problems and their solutions in accordance with the controls with guidance and direction.

9. Directing the deans to visit dormitories periodically and to continue offering moral support to students and listen to their problems and how to solve them and how to provide their needs.

10. Direct the university’ president assistant for scientific affairs to provide the completion percentage of theses and dissertations for postgraduate students with explaining the reasons and justification in case of requesting a second extension.

11. President of the council stressed on the need to develop scientific departments at colleges in accordance with the needs of society and the actual and plan to have an existing specialization in international universities debate and consistent with cognitive requirements.

12. Deans at all university formations agreed on the fact that the student’s photo used in the graduation document for the last stage should be according to the formal contexts.

The council then proceeded to discuss the issues on its agenda:


 

-Scientific promotions:

 

The council considered a note by the Central Committee of scientific promotions at its sessions, No. 5, dated 10/1/2016, contained the recommendation of the committee on scientific taken in its 5th meeting 27/10/2015, on upgrading the lecturers listed below to the professorship after completing the scientific upgrade requirements in terms of originality and university service:

After discussion, the council adopted resolution:


 

Resolution

 

1. Approve the upgrade selves listed above to professorship, effective dates installed about name them all for completing upgrade requirements in terms of originality in their research and service life of the University on any financial implications before the adoption of this campus.

2. Congratulating those listed above for receiving the title of professorship.

3. Dedicating a book of thanks and acknowledgments (Dr. Fawzi Abdul Hussein Kazim)/College of agriculture and (Dr. Saleh Mohammed Awad)/Faculty for at least five compared to research on my own.

4. the tenure Committee at the University central scientific graduation (Dr. Fawzi Abdul Hussein Kazim)/College of agriculture and (Dr. Saleh Mohammed Awad)/Faculty of science to media and public relations department at the university for the purpose of publication.

 

-The second extension for postgraduate students:

 

The council considered the Graduate Department notes with d p/135 and 142 and 146 and 164 and 171 and 183 184 185 and historians and in 8, 10, 15, 16 and 18/2/2016, on the recommendation of the boards: (Engineering College taken ninth meeting held on 13/1/2016) and (Faculty of political science in seventh meeting taken 24/1/2016 (f) College of Education Sciences/alhazen taken its twentieth and nineteenth sessions in 19 and 26/1/2016 and faculty taken twelfth meeting held on 30/12/2015) and (Faculty of fine arts taken eighth meeting held on 5/1/2016) and (Institute for genetic engineering and biotechnology for postgraduate studies taken sixth meeting held on 3/2/2016), agreeing to extend a number of graduate request listed in annex II extension for completing the study requirements, after discussion and the required support and tuition biography council adopted this resolution:

Consent to granting second extension of graduate students (attached) by duration described about their names.


 

-Mechanism of cooperation/College of education for women:

 

The council considered a note by the Scientific Affairs Division numbered: u p/227 on 1/3/2016 on book College of education for girls with number 10/135 15/2/2016 containing the recommendation of the Committee on cooperation mechanism in college mentioned in its first meeting, held on 14/2/2016 approve the educational nomination listed below, to the Commission for preparing a brochure and information booklet for kindergarten to engender integrity based on the instruction number 160 of 2009 and they are:

1. Prof. Dr. Amal Dawood Salim.

2. Prof. Dr. Jorey Muen Ali.

3. Susan Abdullah Mohammed.

After discussion, the council adopted resolution:

Approve the nomination the teaching in the College of education for girls and listed above to the Commission for preparing a brochure and information booklet for kindergarten to engender integrity based on the instructions of the 160 number for 2009.

 

Mechanism of cooperation/Approval of postgraduate students’ researches/faculty of engineering:

 

The council considered the book numbered Engineering Faculty o. p/207 dated 29/2/2016 on the recommendation of the Council of the College of engineering open fifth meeting adopted on 18-25/11/2015 included search MBA student recognition (Karrar Saad Kazim)/Department of petroleum engineering with an oil company Missan Oil Ministry, based on the collaboration mechanism help Ministry of higher education and research with relevant ministries and non-related Ministry (160) for 2009, after the debate, the council adopted this resolution:

Approve the recommendation of the council of the college of engineering master’s student research recognition included (Karrar Saad Kazim)/Department of petroleum engineering with an oil company Missan Oil Ministry, based on the collaboration mechanism help Ministry of higher education and research with relevant ministries and non-related Ministry (160) for 2009, that doesn’t conflict with the help and supervision of graduate students in number and scientific levels.
