Baghdad University Council resolutions – 12th session
Twelfth session
Decisions of University Council:
The council welcomed the students at Baghdad University who won the award of scientific innovation for the academic year (2012/2013) for the best doctoral dissertation, thesis and graduation project for graduates of that year to be honored by president of the university. President of the Council has delivered Dr. Alaa Abdul Hussein Abdul Rasoul by the way students congratulating winners wishing them more excellence in their service to our country, a number of Council members also delivered speech at the occasion, congratulating students on scientific achievements and blessed efforts during the study period, they harvested fruit by winning scientific innovation award by the prestigious Baghdad University. He also thanked the students turn winners Chairman and Board members for hosting and honored by this award and what great meanings to encourage them to do more and they get this certificate from the University of Baghdad which compels them additional responsibility to maintain that level. This event has been covered by media channel and Media Department at our University and photographers from the website to document the success of Baghdad University students and superiority.
Directives of president of the council:
-Cancel the permanence on Saturday starting from Saturday, 22/3/2014 based on instructions from the Minister.
-To reaffirm all the faculties of our University commitment to the uniform and taking into account decency.
-Not to delay the topic of student grant and disbursed in accordance with the rules and coverage repeaters for the academic year 2012-2013 with the grant in accordance with instructions from the Minister.
-Emphasis on writing and precise jurisdiction general jurisdiction listed in the certificate (for certification) for lecturers to promotions.
-On the deans educational counseling committees urged to follow students and provide them with appropriate tips for spreading the educational process as befits a University community and taking into account the psychological state of students and their impact on the academic level.
-On the College boards provide a detailed study on the number of teachers in College for the same competence of teaching staff who are service extension is requested by the Professor or Assistant Professor.
Scientific promotions:
The Council considered the notes by the President of the Central Committee of scientific promotions in the whole number 5 and 19 and 29 and 67, dated 15/12/2013 and 22/1 and 16/2 and 5/3/2014, containing the recommendations of the Commission of the central scientific promotions omnibus taken by its second, third and fifth and eighth meeting on 24/9 and 22, 1/10 and 3/12/2013 on upgrading selves trainers listed in the below to the professorship, completing the scientific upgrade requirements in terms of originality in their research and service life Undergraduate and after discussion, the council adopted resolution:
Resolution
1. Approve the upgrade selves listed above instructors for professorship, effective dates installed about name them all for completing upgrade requirements in terms of originality in their research and service life of the University on any financial implications before the adoption of this campus.
2. Sending congratulations to selves trainers listed in the above to receive the title of professorship.
Fiscal levies penalties against faculty members and staff in colleges (languages, dentistry, Education for humanities/Ibn – Rushd, physical edcuation):
The council considered the memoirs Legal Affairs Department with the number 511, 530, 538 and 656, 664, 696 on 18 and 22/2, 5/3/2014 involved agreeing to cancel the fiscal levies sanctions faculty members and staff in colleges (languages, dentistry, education for humanities/ Ibn Rushd, physical education). Legal Affairs Department where cancellation of the sanctions mentioned in the above colleges wrote, because conditions for cancelling penalty stipulated in article (13) and (21) of the Act on discipline of public servants and the public sector (14) of 1991 as amended and stipulated conditions. Agree to cancel sanctions against lecturers and staff mentioned above so as to abolish conditions laid down in article 13 of the law on discipline of public servants and the public sector (14) of 1991.
Mechanism of cooperation/adoption of researches/Faculty of engineering:
The Board considered the written Engineering College with o/85, 88, 89, 91, 93, 94, 95, 96, 97, 98, 99, 100 of 2, 3, 6, 9, 10/3/2014 regarding the recommendations of the Committee on special cooperation mechanism with the adoption of a number of postgraduate research contained in the minutes of the 9th, 10th and 11th in 15 and 22/1 and 5/2/2014:
1. Adoption of the research master’s student (Marwan Hussein Abdul Amir)/Environmental Engineering Department with planning and monitoring service/USDA.
2. Approval of the research master’s student (Mahmoud Fawzi Ahmed)/civil engineering with leap cement plant/Ministry of industry and minerals.
3. Adoption of a doctoral student’s research (Nur Motaz Ismail)/civil engineering with the Department of planning and design service up/Baghdad municipality.
4. Approval of the research master’s student (Kazim Hillel Sultan)/civil engineering with the National Centre for construction research laboratories/Ministry of construction and housing.
5. The adoption of the research master’s student (Qassim Hadi cream)/electrical engineering with computer center of the University of Baghdad.
6. Approval of the research master’s student (Bashar Assad Jacob)/civil engineering with construction Research Center/Ministry of construction and housing.
7. Approval of the research master’s student (Ali Mohsen begging)/civil engineering with the municipal Directorate Directorate General Babel/municipalities/Ministry of municipalities and public works.
8. Adoption of the PhD research (Hussein Askar Jabber)/civil engineering with the National Centre for construction research laboratories/Ministry of construction and housing.
9. Adoption of the research master’s student (Ali Hassan Hammoud)/Civil Engineering Department with planning and monitoring service/Ministry of science and technology.
10. Adoption of the research master’s student (Ammar Jabbar Khalaf)/civil engineering with the National Centre for construction research laboratories/Ministry of construction and housing.
11. Adoption of the research master’s student (to Sabah Mahdi)/Civil Engineering Department with planning and monitoring service/Ministry of science and technology.
12. Adoption of the PhD research (Leith honest optimizer)/civil engineering with the Engineering Department of the University of Baghdad.
Resolution
Approval of the recommendations of the Commission of the cooperation mechanism in Faculty of engineering for the adoption of a number of research postgraduate students listed in sequence (1-12) above, based on the collaboration mechanism help Ministry of higher education and research with relevant ministries and non-related Ministry (160) for 2009 that doesn’t conflict with the help and supervision of graduate students in number and scientific levels.
Cooperation mechanism/Faculty of engineering:
The Council considered the book numbered engineering q/32 26/2/2014 and the Committee meeting minutes attached at the 5th meeting of the College on 26/2/2014 containing the Committee’s recommendation to approve the contract Assistant Professor Dr Hatem is merciful and semi/education in mechanical engineering in college with the Ministry of water resources/Center for studies and engineering designs based on the instructions of the Ministry of higher education and research with relevant ministries and non-related Ministry (160) for 2009.

Cooperation mechanism/Faculty of arts:
The Board considered two memoranda academic affairs section numbered 185 and 203 on 3 and 6 March 2014 on the recommendation of the Committee on cooperation mechanism in faculty included approval of the following:
1. Dr. Salah Flaifil Abed in teaching philosophy department at the College for one day to teach Islamic philosophy at the Faculty of Islamic sciences of Baghdad University.
2. Charge Dr. Haider Farhan Hussein teaching staff in the Department of tourism and archaeology in College for one day a week for one year to work in Baghdad to take advantage of its expertise in consulting on the side of tourism and Antiquities. Based on the cooperation mechanism help Ministry of higher education and research with relevant ministries and non-related Ministry (160), 2009:
Resolution
