Baghdad University Council resolutions – 6th session

 

Sixth session

 

Directives of His Excellency the minister

 

I. His Excellency the minister stressed the need to adjust the work of students and instructors from the beginning of the academic year to maintain the reputation of Iraqi universities since any kind of idleness will reflect negatively on the reputation of our universities and colleges.

II. Commitment to uniform without any abuse or coercion.

III. The minister stressed on the necessity that universities would be a secure campus away from any political rallies and that universities/bodies are linked to the ministry of higher education and the Federal Government in Baghdad and are not linked to local governments in the provinces.

IV. The minister pointed out that there are scientific disciplines that require an increase in admissions while other humanities specialties include a surplus of graduates therefore they became as an idle power, so the admission plan should be directed in a way that serves State and society in the field of seminars and missions.

V. The minister explained that the instructions of the study leave provided that (Minister can exclude some students from the condition of rate and age), but this condition will be canceled from now on and the rate (65%) would be the condition for admission to MA and (70%) for PhD study since a good number of students are studying outside Iraq.

VI. The minister pointed out that there are some universities/bodies that have halls named after politicians, which is something that caused political controversy between the parties, so the names should be as follows:

• The name of the main hall at University is (great hall for conferences).

• The name of main hall at colleges should be on behalf of a particular specialty in college to give a scientific nature only that does not interfere with any political aspect as determined by the universities and colleges’ councils.

VII. The minister stressed that universities would provide the ministry with the names of those who wish to study outside of Iraq to renew the memoranda of understanding with these countries for students whose rates are above (90%).

VIII. The minister pointed out that there are faculty members who are not eligible for teaching or being models for students, so there is a need to prepare a study on the subject.

IX. The minister pointed that a suite must be allocated at Baghdad international fair for each university to present its achievements before 2010 to display (scientific titles, missions, scholarships, training, admitted students, new faculties and departments, new authored books and inventions).

X. The minister stated that some specialized universities would be developed.

XI. Those present suggested preparing documentary films for (20-25) minutes that shed light on the university achievements and its evolution during the University day celebration in the presence of media and politicians.

XII. The minister directed that:-

• Transfer of students between universities/bodies without the approval of the ministry according to their powers and capacity.

• Hosting for students in their provinces for the first stage in case of lack of transportation.

• Hosting for female students in the morning classes.

• Heads of departments would call the visitor students from other provinces to return to their provinces as much as possible so that to ease the burden on dormitories.

The deadline for accepting applications for transfer and hosting is 1/12/2013 otherwise their studies would be postponed for the next academic year.

XIII. The minister pointed out that there are cases in which the first grade student failed in one or two courses and in the second grade when he succeed in all courses except these two courses he would be returned to the first grade, so the minister directed that the department of studies and planning should study this subject.

XIV. The minister pointed out that there is reluctance in some universities projects, especially in Baghdad University related to Rashid and Mansour companies. His Excellency directed to contact the minister of construction and housing to urge companies to accomplish work prescribed in accordance with contracts signed with them.

XV. The minister explained that the student financial grant will be distributed to the poor students provided that the income of each family does not exceed (150) thousand dinars, checked with the ministry of finance to be distributed for the first three months withdrawn from the balance of 2014.

XVI. The minister said that was an idea of a competition to manufacture explosive detection machine by students and instructors had already been introduced in the colleges of engineering in no later than the end of this month.

XVII. The minister pointed out that Iranian universities still welcome Iraqi students, especially in medical schools so he wished to approach the Iranian health minister in this regard.

XVIII. The minister pointed out that it had already been agreed with one of the companies to build a housing complex for employees of the ministry and those of the universities of Baghdad and Nahrain (Al-Amiriya residential zone) where in the first stage (1920) apartments will be built through borrowing money from the fund of higher education at universities in order to begin construction on behalf of the buyer at present until reaching a certain stage  to credit from Rafidain Bank according to their instructions.

XIX. The members discussed the topic of modifying any paragraph of the regulations and instructions issued by the ministry and it was agreed not to send the amendment to the State Council since that the body of opinion is the highest legislative body in the ministry.

 

Resolutions of the body of opinion:

Workshop for admission to medical group

Approval of an examination for admission to medical colleges as follows:

-65% for literary branch.

-60% for scientific branch.

Organization of educational outputs for the coming as follows:

-60% at least for scientific branch.

-30% at most for literary branch.

-10% for admission to professional branch.

Where department of studies and planning would set up a mechanism to implement this in coordination with the ministry of education from the beginning of the next academic year (2014/2015).

Study within the special expenditure

Based on the article (10) of the law of higher education and scientific research No. (40), 1988.

Postgraduate studies instructions

Universities would send their observations to the Undersecretary for administrative affairs within one week for discussion within the committee, headed by Deputy Minister for administrative affairs.

Arabic Organization for administrative development

Consent to an apology from the organization and lifting the ban on it.  

       

Expansion of admission plan 

Authorizing the boards of universities/bodies to expand the postgraduate admission plan provided that not exceeding (2) seats on condition of preserving the scientific level. Proceeding of the department of research and development would be presented for authentication and the deadline on 15/11/2013.

Agenda of the body of opinion 

A commission headed by the Deputy Minister for administrative affairs with membership of directors at the ministry to examine the paragraphs in the agenda of the body of opinion that are not discussed yet, so the universities/bodies should send observations during the next week.

 Directives of the president of the council 

I: Providing acknowledgements of the lecturers who have gained the title of professorship title for their authentic papers.

II: Follow-up the lecturers’ upgrade by committees of promotions at the faculties.

III: Forming a commission from the office of the president to follow-up uniform in university faculties.

IV: lecturers from our lectures would give lectures at university events.

V: Obtaining approval of the rector or dean to hold festivals and presenting programs in a full and a detailed form.

Vi: Presenting the achievements of the colleges in a permanent exhibition at least for the last three years.

VII: Find a place at University to set up a permanent exhibition of the achievements activities of the university.

VIII: Directing the university website to follow-up the excellent projects and the creative applied researches globally and regionally submitted by our formations to show the scientific levels reached at Baghdad University and its sobriety, so all university formations should provide the website with everything distinctive and creative.

IX: Inviting foreign professors from discreet universities to give lectures or workshops at our university provided that the university bears the expenses.

X: Directing deans to invite outstanding students to submit their creative achievements to the University council to be honored so that to encourage the rest of the students to follow suit.

XI: All should take advantage of attending scientific conferences and workshops outside Iraq to transfer experience acquired and to be utilized from to develop the faculties scientifically and practically.

Scientific promotions

The Council considered the notes by the chairman of the central committee for scientific promotions No. 45, 48 and 51 on 17th and 30th of September and 9th of October 2013, including the recommendations of the central scientific promotions committee at the university taken in its 1st, 2nd and 3rd sessions, held on 10 and 24/9, 1/10/2013 on upgrading trainers listed in below to professorship after completing the scientific upgrade requirements in terms of originality in their research and University service as follows:

Resolution

1. Approval of upgrading those listed to professorship according to effective dates for completing the scientific upgrade requirements in terms of originality in their research and university service provided that this do not include any financial implications.

2. Congratulating those listed for receiving the title of professorship.

Scientific and administrative development of the university

The council discussed the latest proposals for the scientific and administrative development of the university presidency and its formations in its meeting as follows:

1. Dr. Abdul Hussein reviewed MOET Faisal, dean of Institute for genetic engineering and biotechnology reviewed his visit to the Royal College in London – Kay Hospital (Gay’s hospital) as a research mission to the supervisors of doctoral students and scientific units, hospital devices and its mechanism, how to utilize them in scientific research for master and doctoral students. The dean explained that the scientific projects done by the students at the institute are scientifically advanced and that the institute has the same hardware available there. The royal college was also pleased with the scientific and technical level of Iraqi students deployed there. The technical administrator of scientific units visited the website of University of Baghdad and the institute of genetic engineering where he was impressed by these sites and the scientific activities recorded so he expressed his admiration for the papers published in the journal of the institute and that of the faculty of science, calling it as sober journals. Head of cancer unit praised the doctoral projects at University of Baghdad and expressed admiration for the advanced level and rapid scientific research in Iraq.

2. Application of the academic program for Al-Kindy college of medicine this year based on the principles of modern medical education such as effective scientific sessions, education through small groups as well as modern teaching methods. Preparation for the new academic program took more than a year and more than 30 meetings between the committee of development of academic program and faculty members and it has been applied in this school year (2013-2014) after obtaining the consent of the opinion body and approval of Baghdad University according to its book No. u. p/456 on 27/8/2013.

3. Journal of al-Khwarizmi engineering college gained the global impact factor of (0.9980) so it became the 1st scientific journal in Baghdad University in this regard.

4. E-examination system will be adopted with online interactive tutorial audio system at the college of dentistry and this system is considered as one of the sophisticated and the comprehensive systems of different types and formats. This system is featured with precision and high speed (Anya) and immunization to protect security questions from leak and the possibility of setting a fixed time of the exam, consistent and flexible distribution of sample questions for each student for the same exam or a standardized exam for all students.

5. Participation of the dean of the center for urban and regional planning in a workshop with the ministry of environment where the workshop calculated the costs of environmental degradation in Basra as a result of scientific cooperation between the ministry of environment and the center for urban and regional planning. The workshop addressed several lectures over two days and one of its most important recommendations was the necessity to hold an environmental conference sponsored by the ministry of environment in cooperation with University of Baghdad, represented by the center of urban and regional planning.

6. Professors from several colleges would evaluate theses abroad and participate in discussions of postgraduate students in faculties of law, languages and education for women.

7. Weather station and geographical techniques laboratory were opened at the college of education for humanities (Ibn Rushd) to monitor air elements of humidity, solar radiation, temperature and wind speed every moment and this station is equipped with modern technical laboratory which benefits the primary and post graduate students, particularly in terms of geomorphological and climatic studies to identify the nature of the rocks and land development as well as the production of maps.

8. American cultural attaché visited the college of physical education for women where the college asked him to send two female trainers of football and trained female volleyball and yoga to develop training capacities for students College and it was agreed to send college students to American College bears only fares while all remaining charges of American cultural attaché. The U.S. Embassy also provided the College with the names of magazines that carry the Impact Factor for publication. 

Mechanism of cooperation/agriculture

The Council considered the University Council book number 21 o/6884 on 4/11/2013 on paragraph (1.3/cooperation mechanism) from the first open proceedings of the Faculty of agriculture in

1-11/11/2013 included a number of the issues as follows:

• PhD student (Walid fulayyih Hassan) with the Ministry of agriculture, for the purpose of study and research project described in the book the USDA/Department of planning and follow up with 30068 number 26/8/2013 in accordance with the rules laid down in the contract.

• PhD student (EMAN Kassem Mohammad) with the Ministry of agriculture for the purpose of implementing the research project studied and described in the book the USDA/Department of planning and follow up with 30068 number 26/8/2013 in accordance with the rules laid down in the contract.

• Dr. Hamid Hussein Mohamed, Al Tariq company directors a Ministry of industry and minerals and is described in the book of the Ministry of industry and minerals numbered 6/1859 21/7/2013.

Based on the cooperation mechanism help Ministry of higher education and research with relevant ministries and non-related Ministry (160) for 2009, after the debate, the Council adopted resolution.

Resolution

1. Approve the PhD student hired (Walid fulayyih Hassan) and (EMAN Kassem Mohammad)

With the Ministry of agriculture for the purpose of implementing the survey research project.

2. Dr. Hamid Hussein Mohamed, Al Tariq company directors a Ministry of industry and minerals.

Based on the cooperation mechanism with the ministry of higher education and research with relevant ministries and non-related ministry (160) for 2009.

 

Mechanism of cooperation/adoption research postgraduate students/faculty of engineering

The Board considered the written Engineering College with o. d/39, 40, 41, 44, dated 3 and 4/11/2013, on the recommendations of the Committee for the cooperation mechanism for the adoption of a number of postgraduate research contained in the record sixteenth and eighteenth and nineteenth sessions of the Board of the Faculty of engineering in 10/4 and 15, 29/5/2013:

1. Adoption of the research master’s student (Muwaffaq Mohammed Yahya)/Chemical Engineering Department with the Ministry of oil/petroleum research and Development Center.

2. Approval of the research master’s student (Yahya Zarzis Tawfiq)/oil Engineering Department with the Ministry of oil/reservoir Chamber.

3. Approval of the research master’s student (Haidar Abdul Amir Persia)/oil Engineering Department with the Ministry of oil/reservoir Chamber.

4. Adoption research PhD (Muhammad Saadi Hamid)/chemical engineering with midfielders refineries company.

Based on the cooperation mechanism help Ministry of higher education and research with relevant ministries and non-related Ministry (160) for 2009, after the debate, the Council adopted resolution.

Resolution

Approval of the recommendations of the Commission of the cooperation mechanism in Faculty of engineering for the adoption of a number of research postgraduate students listed in sequence (1-4) above, based on the collaboration mechanism help Ministry of higher education and research with relevant ministries and non-related Ministry (160) for 2009 that doesn’t conflict with the help and supervision of graduate students in number and scientific levels.

Mechanism of cooperation/Faculty of science

The Council considered the University Council book number 17 o/6658 20/10/2013 on paragraph

From the first proceedings of the Faculty of science held on 25/9/2013 on:

• Agreement between the Advisory Office in college with the Environment Ministry/Department coordination and monitoring of the cooperation contract between the Ministry of environment consultant and Advisory Office in the Faculty of science for the purpose of contracting with Dr IRIS Majeed on Earth Science section to oversee the evaluation of the soil and contaminated sites at College recommended above by agreeing on cooperation between the Ministry of environment and the Faculty of science of the University of Baghdad, based on cooperation mechanism help Ministry of higher education and research with relevant ministries and non-related Ministry (160) 2009.

• Scientific cooperation between biotechnology Department represented by Professor Abdul Karim Abdul Razak, Faculty of science, between Palm research unit/College of agriculture, represented by Assistant Professor Dr. Hussam Saad to conduct a large research project involves studying the genetic classification of a number of types of dates. After discussion, the Council adopted resolution.

Resolution

1. Approve the contract of Dr. Susanne glorious/Faculty of science with the Environment Ministry/Department coordination and continue to oversee the evaluation of the soil and contaminated sites, based on the collaboration mechanism help Ministry of higher education and research with relevant ministries and non-related Ministry (160) for 2009.

2. Approval of scientific cooperation between biotechnology Department represented by Professor Abdul Karim Abdul Razak, Faculty of science, research unit/College of agriculture represented by Assistant Professor Dr. Hussam Saad to conduct a large research project involves studying the genetic classification of a number of types of dates.
