Directives of the minister:

First: Presenting a statistical view that shows the participation in higher education award for science. The universities would send their answers to the department of research and development as quickly as possible, preceding the ceremony that will be held in November 2013.

Second: Uniforms: The Minister stressed on the need for uniforms which had already been emphasized for many times and it is part of the ministry’s instructions now and in future. His Excellency said that a model was adopted by Baghdad University with specific colors along with an agreement with the garment factory in Najaf related to the ministry of industry to equip universities and college as well as holding fairs to display different colors and uniforms according to what is agreed by the university students.

Third: Designing an identity card for students and university employees. The Minister called for designing an identification card for entering the university campus for the new academic year (2013/2014).

Fourth: The possibility of hiring instructors from outside Iraq in the following specializations (nursing, pharmacy, petroleum engineering) where His Excellency directed the universities’ presidents for hiring professors from outside Iraq in the above specializations.

Fifth: Citizens: Universities’ presidents should devote one day a week to meet the citizens (students and faculty members) according to a declared schedule.

Sixth: Reasons for suspension of postgraduate studies in certain disciplines across Iraqi universities: Universities do not approve the development of graduate studies by providing necessary supplies, so these universities can be hire either Arabs or foreigners from outside Iraq to contribute to solving the problem of lack of professors for some specialties.

Seventh: International students: His Excellency stressed that students from hot countries (Bahrain, Yemen, Syria) and other poor Arab countries of Africa were admitted to studies in our university and University of Kufa.

Eighth: Quran contest: His Excellency called the universities’ residents and directors to admit his invitation to attend the ceremony held in Baghdad University on Tuesday, 30/7/2013 to participate in the competition among the readers of Quran from all Iraqi universities where awards were distributed to the best readers of Quran.


Resolutions of the body of opinion

First: Modification of examination instructions: Approval of the amendment of the following paragraphs:

-Paragraphs (I) and (ii) of article (8).

-Paragraph (iii) of article (21).

-Paragraph on admission controls of professional school graduates in evening classes.

With observation of the remarks made by the body of opinion to amend those paragraphs, provided that it would be applied at the beginning of the school year (2013/2014).

Second: Productive University:

 

-The need to focus on projects dedicated for scientific, not profit interest as well as not to be stereotypical projects.

-All aspects of projects should be studied whether there is scientific or economic feasibility, meet the requirements of job market or meet the needs of the community.

-These factors are taken into consideration when preparing projects and studying the factors of success and failure.

-Creation of new legislation or amendment of certain legislation to adapt all of these requirements under the new legislation.

-Such projects are to be included in a manual circulated by those concerned.

-Department of studies, planning and follow-up would inquire from the ministry of education regarding its needs for humanities in general and the following specializations (Arabic language, history, Islamic sciences) in specific to work in the existing schools.

-Forming an advisory body that studies and approves projects of productive universities within (education, scientific research, community service) to evaluate and follow up their implementation where this body includes selected officials from the ministry and the universities.

Directives of head of university council 

First: Commitment to the new school year (2013/2014) depending on the academic calendar and follow-up the lecturers given by professors for each school semester, based on the article (III) of examination instructions in implementation of the ministry of higher education and scientific research’ letter No. 3/4249 dated 28/8/2013.


Second: Stress on the letter of the associate president for administrative affairs No. 6/7/d/684 dated 9/9/2013 on the mechanism of extending the service of professors approved by the ministry according to the rare specializations in college not in department.

Third: Completion of preparations and providing all the necessary supplies to hold the graduation ceremony on 21/9/2013, (coexistence and loving) (2012/2013) emphasizing on participation and discipline by students and lecturers.

Fourth: Emphasis on adopting uniforms provided by University resolution in the 21th session of the council on 11/7/2011, approved by the body of opinion in its letter No. 12 s/2619 dated 22/9/2011.

Fifth: Directives of associate university president for scientific affairs towards coordination to hold an exhibition of the products Najaf factory of uniforms at Jadiriyah and Bad Al-Mudham complexes so that the students can register and buy uniforms.

Sixth: Emphasis on the appearance of the instructor.

Seventh: Designing an identity card for all university members by the faculty of fine arts commissioned for this work.

Eighth: Dedicating a specific day for meeting citizens in each college in response to the directives of the minister of higher education and scientific research.

Ninth: Establishing a canter for readers of Qur’an at the college of Islamic sciences to read and improve this skill in all formations by the assistance of trainers from the faculties of education for women and education for humanities (Ibn Rushd).

Tenth: Establishing a poetic contest during the school year for the students of all disciplines, especially at the colleges of arts and education for humanities (Ibn Rushd).

Eleventh: Establishing a student festival of scientific talents to encourage students to develop their capacity.

Twelfth: Stressing on foreign participation at local festivals, conferences and seminars at the University to present the activities of our formations.

Thirteenth: Professional professors should take their role in teaching postgraduate students and supervision for utilization of their scientific researches in rare specialties.


Proceedings of the meeting of the advanced staff minutes at the ministry

The council considered the letter issued by the ministry of higher education and scientific research/Minister’s Office No. 2/629, dated 22 July 2013, attached the advanced staff meeting minutes held on 26/6/2013 and after the debate, the council adopted the following resolution:

Scientific upgrades

The council considered the notes made by the chairman of the central committee of scientific promotions No. 35 and 38 dated 20/6 and 4/7/2013, with recommendations on two promotions in its eighteenth and nineteenth sessions on 11 and 25 June 2013 on upgrading the following instructors listed below to the professorship, completing upgrade requirements in terms of originality in their research and university service:

Granting the title of tenured professor to the Prof. Dr. Zaki Hussein Kafi AL-Wardi/college of media

The council considered the note submitted  by the scientific affairs division No. 519 dated 9/7/2013, on University council resolution adopted by its (18) session, held on 29/4/2013, regarding the question of granting the title of tenured professor to Prof. Dr. Zaki Hussein Kafi AL-Wardi/college of media and after the debate, the council adopted this resolution:

3. Agreeing on awarding the title of tenured professor to Prof. Dr. Zaki Hussein Kafi AL-Wardi / college of media according to the instructions (161) for the year 2010 and taking advantage of his experience in the field of postgraduate studies.


Baghdad University Award of scientific innovation to choose the best graduation project for senior students and doctoral dissertation and thesis

The council considered a note made by the scientific affairs department No. 528 dated 15 July 2013, and its annex, Baghdad University Award Committee meeting minutes of scientific innovation No.12348, dated 15/4/2013 to choose the best graduation project for students of senior classes, Master thesis and doctoral dissertation based on six disciplines (Natural sciences, medical and health sciences, engineering and technology, social sciences, Humanities) and according to the evaluation form circulated by the department of scientific affairs No.10404 and 12704 dated 28/3/2013, 17/4/2013. After the debate, the council adopted this resolution:

1. A medal to be awarded to postgraduate students (masters and PhD) with discretionary certificate.

2. A discretionary diploma to be awarded to the students of senior classes.

3. All to be given a financial reward in a ceremony held at Mahdi Hantoush’ Hall.

Cooperation mechanism (adoption of researches)/Faculty of engineering

The council considered the books of the college of engineering No. s/691, 703, 711, 712, 713, 714, 724, 725, 726, 727, 728 dated 20, 28/8 and 4/9/2013, on the recommendations of the Committee for the cooperation mechanism for the adoption of a number of researches made by postgraduate students at the college mentioned above as follows:

1. Approval of PhD thesis submitted by (Mohammad Abdul Khalek)/Environmental Engineering Department with the ministry of industry and minerals/industrial research and Development Organization/Department of coordination with universities.

Approval of the recommendations of the Commission of cooperation mechanism at the faculty of engineering for the adoption of a number of researches made by postgraduate students listed above (1-11) above, based on the collaboration mechanism of the ministry of higher education and scientific research with the relevant ministries, No.160, 2009 provided that this doesn’t conflict with the instructions of supervision of graduate students.

Extension of postgraduate study (second term)

The council considered a note made by postgraduate studies department No. M D P/1083 in 2/9/2013, concerning the extension of the duration of postgraduate study named extension (ii) and after the debate, the council adopted this resolution:

Agree to extend the duration of postgraduate studies for the students listed above.
